MATTHEW TIPPING AND SHOCKING SEX OFFENCES IN CHESHIRE

A disturbing two-month campaign of online communication involving lewd messages and inappropriate photographs led to the arrest and prosecution of Matthew Tipping, a man from Cheshire.

The case underscores the dangers of online predators and highlights how undercover sting operations can catch those attempting to exploit minors.

The sequence of events began when Tipping, aged 36 and residing in Ellesmere Port, initiated contact with what appeared to be a teenage girl’s Facebook account on December 8 of the previous year.

Posing as a 13-year-old girl, a decoy account was set up to engage potential offenders.

Tipping promptly sent a friend request to this profile and started a conversation, unaware that the account was part of a paedophile hunter operation designed to expose those seeking inappropriate contact with minors.

Following the connection, Tipping immediately exchanged messages with the decoy profile and was quickly informed that she was supposedly only 13 years old.

Despite this, he apologized and claimed he was unaware of her age.

However, he continued to persist in the conversation, displaying a troubling disregard for her alleged youth.

During the exchanges, he was told that the girl was autistic and was caring for her nine-year-old sibling, but these disclosures did not deter him from attempting to deepen his engagement.

Tipping made inappropriate remarks, including calling the girl pretty and speculating whether she received attention from many boys.

As the conversation developed, he expressed a desire to have a video call with her.

When she mentioned having a cold, he instructed her to apply Vicks VapoRub to her chest and asked her to send a picture.

Further escalating his inappropriate conduct, he asked for a video call.

At one point, Tipping admitted to wishing she was older and questioned whether it was wrong to seek a relationship with someone her age.

He went further, sending a photograph of himself lying in bed without a top and stating that he wished she could be his girlfriend.

The messages revealed a disturbing level of predatory intent, with Tipping asking if she would be okay with an older man and suggesting they keep their relationship private to avoid public scrutiny.

The online exchanges moved to WhatsApp, where the man continued to display his inappropriate behavior.

Tipping asked the girl for photos of herself in her underwear and in the bath.

When she refused, he attempted to coax her by asserting that she need not be shy and made disturbing comments about other young girls having sexual experiences, implying she should trust him.

In addition, he sent images of himself, including a selfie in his underwear and a picture showing his bare bottom.

He persistently requested intimate photos from her as well.

Despite being refused, he continued to push for more explicit images, claiming that such exchanges could strengthen their supposed “relationship.” His persistence culminated on January 9, when he explicitly stated he expected “more in a relationship” from her.

The messaging continued until January 27, with the entire chat log eventually handed over to police authorities in mid-February.

During police interviews, Tipping expressed embarrassment and admitted he knew he was engaging with a decoy.

His legal representatives explained that his conduct was influenced by depression and mental health struggles following his release from prison.

Historically, Tipping’s criminal record primarily consisted of theft-related offenses.

Notably, in July 2021, he was sentenced to a year’s imprisonment for a brazen daylight theft involving two excavators worth £42,000 — a Volvo 360 excavator and a Takeuchi microdigger, stolen from locations in Kinmel Bay and Rhyl, North Wales.

At that time, he was living in Connah’s Quay, Flintshire, and was sentenced alongside John Lee, a 27-year-old from Newton-le-Willows, who received a four-month sentence with conditions.

Although Tipping’s previous convictions did not include sexual offenses, he had accumulated a total of 20 convictions for 39 different offences, primarily related to theft, driving infractions, and failure to comply with court orders.

His behavior following his release indicated a recognition of wrongdoing, yet the underlying issues appeared more complex.

During the court hearing, Tipping’s legal counsel emphasized his regret, noting his awareness of engaging with a decoy and his depressed state at the time.

He admitted to attempting to communicate sexually with what he believed to be a minor and received a sentence of 12 months’ imprisonment, suspended for two years.

Judge Denis Watson QC presided over the case and addressed the court’s concerns, emphasizing that Tipping believed he was communicating with a 13-year-old girl, though in reality, he was speaking with an adult pretending to be that age.

The judge highlighted the persistence and voluminous nature of the messages, which clearly demonstrated a pattern of seeking to normalize sexual conduct with someone he believed was underage.

The judge further expressed concern that Tipping’s interest appeared to be more deeply rooted than a brief lapse, despite his claims of feeling down and regretful following his incarceration.

While he acknowledged that the offender might have a chance at rehabilitation, the seriousness of his attempts to engage in inappropriate sexual communication warranted strict measures.

Tipping was therefore sentenced to serve approximately six months in prison, reflecting the court’s assessment.

Additionally, the judge imposed a 20-day rehabilitation activity requirement, a ten-year sexual harm prevention order, and a notification requirement for the same period.

Tipping was also instructed to pay a victim surcharge, marking a strict stance against his actions.

Ultimately, this case underscores the ongoing threats posed by online predators and the importance of vigilant enforcement.

It also highlights the efforts of law enforcement agencies working tirelessly to protect vulnerable minors from exploitation under the guise of social media interactions.
