In a disturbing case that has sent shockwaves through Swansea, a local pub landlord was found to possess an alarming collection of nearly 1,500 images depicting child sexual abuse.

The incident came to light in March 2020 when police officers executed a search warrant at the residence of Gary Stephen Mayor, a man known in the community for his role as a pub landlord.

During the search, officers uncovered a significant number of illicit images stored on Mayor's mobile phone.

Prosecutor Robin Rouch revealed that Mayor admitted to officers that the images were present on his device and claimed he had only downloaded them out of curiosity.

Despite this explanation, the police seized the phone for detailed examination, leading to Mayor's subsequent arrest.

In his police interview, the 34-year-old defendant maintained that he had obtained the images from various adult websites.

He insisted that he did not derive sexual gratification from viewing the images, asserting that he merely experienced a 'thrill from accessing something that was forbidden.' However, the evidence painted a far more disturbing picture.

A meticulous forensic analysis of the phone uncovered nearly 1,500 images, including those classified as Category A, which is considered the most severe level of child exploitation material.

The court was informed that some of these images depicted children as young as four or five years old being subjected to sexual abuse.

Prosecutor Robin Rouch also highlighted that there was evidence suggesting two of the images had been shared via messages sent to Mayor’s mother and wife.

It remains unclear why these images were sent or whether they had been opened by the recipients.

Gary Mayor, who resides on Kenfig Place in Bonymaen, Swansea, faced multiple charges.

He pleaded guilty to three counts of making indecent images—specifically downloading them—as well as one count of possessing extreme pornography, one count of possessing a prohibited image, and two counts of distributing indecent images.

It was noted during the proceedings that Mayor had no prior criminal convictions.

Further, the court learned that Mayor held the position of a designated premise supervisor at a local bar.

The judge was informed that the conviction could lead to the local licensing authority being notified, potentially affecting Mayor’s employment and the licensing status of the establishment.

Judge Paul Thomas QC addressed Mayor directly, condemning the actions and emphasizing the gravity of the images.

He stated, “The children in these images are being horribly abused and degraded, and these pictures are being circulated online for the gratification of individuals like you.” The judge was particularly critical of the common defense of curiosity often used by offenders in such cases, asserting, “If I had a pound for every defendant who claimed curiosity, I would be sunning myself on a Caribbean island.

This isn’t curiosity.

You have a deep sexual interest in the sexual abuse of children.

The idea it was motivated by anything other than paedophilia is something I reject.” Despite the severity of the charges, the judge indicated that Mayor’s willingness to plead guilty and cooperate with authorities suggested that rehabilitation could be achieved outside of prison.

Consequently, he sentenced Mayor to eight months in prison, suspended for two years.

Additionally, Mayor was ordered to complete an Horizon community sex offenders programme, undertake a rehabilitation course, and perform 150 hours of unpaid community service.

Judge Thomas also stated that he would notify the licensing authority of the conviction, leaving the decision on any further action to them and Mayor’s employers.

The case underscores the ongoing concerns about child exploitation and the importance of strict enforcement and community vigilance in Swansea and beyond.
