    In May 2017, Ian Mitchell, a resident of Swansea, was discovered to be in possession of indecent images and photographs depicting children participating in nativity plays during a routine search of his prison cell at Channings Wood Prison near Newton Abbot, Devon. The authorities uncovered a disturbing collection of material that Mitchell had clandestinely assembled within his confined space.

    Mitchell, aged 55 and residing on Baywood Avenue in Swansea, had taken a pornographic magazine and manipulated its content to create his own illicit images. He cut out the heads and upper bodies of children from various photographs and affixed them onto adult images, effectively producing pseudo-photographs that combined innocence with exploitation. These images were concealed beneath a bag stored in a cupboard within his cell, indicating an attempt to hide his illicit collection from prison staff.

    Further examination of his cell revealed a collection of newspaper cuttings, many featuring young girls in swimming costumes or participating in nativity plays, alongside articles about notorious child murder victims. The combination of these materials painted a disturbing picture of Mitchell’s interests and intentions. The authorities also found a pornographic magazine among his belongings, adding to the evidence of his ongoing predatory behavior.

    During the court proceedings, Mitchell admitted to making indecent photographs of children. Judge Geoffrey Mercer, QC, sentenced him to 12 months in prison, complemented by a three-year extended license. The judge expressed serious concern over Mitchell’s sexual interest in children, emphasizing the danger he posed to the public. He stated, “Your sexual interest in children is a cause for real concern. You satisfy the criterion of dangerousness because of the risk you pose. I need to protect the public.”

    Mitchell’s defense, represented by Miss Caroline Bolt, explained that he was serving a 40-month sentence for similar image offenses and was nearing the end of his incarceration at Channings Wood when the search took place on January 28. She added that Mitchell had previously recommended websites to other sexual offenders who were about to be released, and officers suspected he might have additional child images stored in his cell. She detailed that personal correspondence found in Mitchell’s possession contained almost every letter with an image of a child, including some with the top half of a child superimposed onto the lower half of an adult woman—totaling 18 such pseudo-images. These were found alongside newspaper articles featuring young girls and victims of child murders, as well as the aforementioned magazine. Mitchell reportedly told officers he was unhappy about the search and questioned how they had discovered the images.

    It is noteworthy that Mitchell had previously been convicted and sentenced at Swansea Crown Court in July 2015 to 40 months for distributing child abuse images. His criminal history includes multiple convictions for making or possessing indecent images, with prior sentences spanning from 18 months in 1999 for gross indecency with a child, to various jail terms for breaching sexual offenses prevention orders and possessing indecent images. His repeated offenses underscore a pattern of predatory behavior that has persisted over many years.

    In April 2017, Mitchell’s criminal activities were further highlighted when he admitted to possessing child abuse images in his prison cell at Channings Wood Jail. The images, all categorized as posing rather than depicting sexual activity, were found in a bag during a search just days before his scheduled release. The images included naked children, some as young as two, with one set as the background wallpaper on his phone. Mitchell was re-arrested as he was being released and appeared via video link at Exeter Crown Court.

    Prosecutor William Hunter confirmed that Mitchell was serving a 40-month sentence from 2015 when the images were discovered. The court was informed of his extensive criminal record, which includes multiple convictions dating back to 1999, for offenses such as gross indecency with a child, breaching sexual offenses orders, and making indecent images.

    On August 2012, Mitchell was again jailed for three years after his third conviction for making indecent images of children and breaching a sexual offenses prevention order. Police had raided his home in West Cross, Swansea, on May 5 of that year, and found he possessed a mobile phone—despite restrictions—containing images of children as young as two, with one image set as the device’s wallpaper. The court heard that Mitchell posed a serious danger to young people, with Recorder Greg Bull emphasizing the gravity of his repeated offenses.

    In sentencing, Mitchell received a three-year prison term, reflecting the court’s view of his persistent and dangerous behavior. The judge highlighted his unwillingness to learn from past mistakes and his failure to cooperate with probation efforts, underscoring the ongoing threat he posed to society, especially to children.
