August 2015 Serial flasher ‘richly deserves’ jail, Hull judge says A SERIAL flasher who has repeatedly exposed himself to females of all ages in public for nearly two decades, has been jailed. For the past 18 years, socially-isolated David Milns, 51, has committed “crimes of a sexual nature” across the city. He was made subject to a community order and placed on the Sex Offenders’ Register for five years, in March 2010, after he was found guilty of indecent exposure However, Milns, of no fixed address, failed to comply with the order, which required him to sign the register at his nearest police station, on several occasions and has now been sent to prison. He was also placed on the Sex Offenders’ Register for a further two years. Prosecuting Nigel Clive said: “The defendant was released from prison on February 16 this year and gave no fixed address to the police. “He was required to attend the police station on a weekly basis. He has failed to do so on numerous occasions and was arrested and taken into custody by police.” Appearing at Hull Crown Court on Friday via video link from Hull Prison, Milns pleaded guilty to breaching the sex offenders Register for the eighth time. He told the court he thought he was no longer required to sign it. Judge Jeremy Richardson QC explained to Milns he was required to sign the Sex Offenders’ Register for a further two years for failing to comply with the order previously given. The judge said he had no doubt this would have been explained to him thoroughly by his lawyers at the time. “You seem to fail to appreciate the importance and requirements of the Sex Offenders’ Register and why you should comply with its requirements,” Judge Richardson said. “You do not seem to appreciate that your previous offences were of a sexual nature and it is quite apparent you believe you should not be on the Sex Offenders’ Register. “You have been committing crimes of a sexual nature for some time. “You live a socially-isolated life and there is a huge risk you will commit crimes in the future.” Sentencing Milns to two years in prison, Judge Richardson said: “The time has come where you must be punished and punished severely. “Enough is enough. The protection of the public is at the forefront of my thinking. “You richly deserve this sentence as you pose a continuing threat to the public.”
