In a disturbing case that highlights the ongoing threat posed by convicted sex offenders, Charles Dale Miller, a 53-year-old man from Swansea, was found guilty of attempting to engage in sexual activities with minors shortly after his release from prison.

The incident unfolded in November 2018, when Miller was initially sentenced to two years in prison for similar offences and was placed under a sexual harm prevention order.

Despite this, he was released in August of the same year, only to reoffend within a matter of weeks.

According to court proceedings, Miller had multiple mobile phones, some of which he had disclosed to authorities, and others he kept secret.

These clandestine devices were used to communicate with what he believed were young girls aged 12 and 13 on various social media chat platforms.

Unbeknownst to him, these profiles were actually decoys operated by members of a paedophile hunter group known as the Elusive Child Protection Unit.

These vigilant members monitored his online activity and soon uncovered his intentions.

Prosecutor Robin Rouch explained that Miller quickly began sending sexually explicit messages to the decoys, including intimate photographs of himself.

He also discussed plans to meet the girls in person for sexual encounters.

The court was told that Miller went as far as booking a hotel room in Cardiff for a two-night stay, indicating his serious intent to carry out the meeting.

On October 9 of this year, members of the paedophile hunter group located Miller in Swansea and confronted him in the street.

They then contacted the police, leading to his arrest.

During the trial, Miller admitted to three counts of attempting to incite girls to engage in sexual activity and breaching his sexual harm prevention order.

Judge Paul Thomas QC described Miller’s actions as “sinister,” especially noting the hotel booking as a clear indication of his dangerous intentions.

The judge emphasized that Miller should be regarded as a dangerous offender, given the nature of his conduct.

In light of his guilty pleas, Miller received a reduced sentence of eight years and four months, which includes three years and four months in custody and an extended five-year licence period.

He will be eligible to apply for parole after serving two-thirds of his custodial sentence, but release will depend on whether he is deemed no longer a risk to the public.

Additionally, Miller was subjected to an indefinite sexual harm prevention order, restricting his access to the internet and other communication devices.

He will also remain on the sex offenders register for the rest of his life, ensuring ongoing monitoring and restrictions to prevent further offending.
