Andrew Chappel

Hull Sexual Abuser

May 2020 Paedophiles sick fantasies found by police after online chats to ’12-year-old boy’ A former probation service worker was caught with child porn on his computer after he tried to have an online ‘sexualised chat’ with a boy. Andrew Chappel, 61, of Rosedale Grove, Hull, was a probation case management officer and also worked with young people for a housing association. The paedophile talked about getting turned on by a boy he was speaking to and made reference to a sex act and getting “horny”. Gloucester Crown Courtheard that Chappel tried to communicate with a child for sexual gratification between September 9 to 19, 2016. He also admitted three offences of making indecent photos of children – four Category A images (the most serious), 19 Category B and 110 Category C – between December 31, 2015 and May 14, 2017. Prosecutor Janine Wood said: “He came to the attention of Gloucestershire Police through an online report stating that he had been engaged in sexualised chat referring to young children. “He was arrested and interviewed on May 12, 2017, and his phone and laptop were examined. A number of chats were found with him discussing the abuse of children.” She said Chappel called himself ‘Bikerman’ and was chatting to someone called ‘Joy2bWild1’ who claimed to be the mother of a 12-year-old boy. The chats between them went on for eight days from September 10 to 18, 2016. Joy2Bwild1′ said the 12 year old was her son and ‘she’ asked the defendant to talk to him because he was struggling with his sexuality. Chappel talked about getting turned on by the boy and in an apparent conversation with the boy made reference to a sex act and getting ‘horny’. He also said to the ‘mother’ “I got quite aroused talking to him about sex”. Mrs Wood said it was not known whether ‘Joy2BWild’ and the boy were genuine or fictitious because police had been unable to find out. She also said, at an earlier hearing, that it was thought they could be in America. The prosecutor also added that the police found indecent images of all three categories of seriousness on Chappel’s devices. “He told the police all the chats were fantasy and he had no intention of doing anything to a child. “He said he did not think the ‘female’ he was talking to was real. He said he had no sexual interest in children and had simply done this to try to get some form of titillation.” Judge Ian Lawrie, QC, placed Chappel on a three year community order with requirements to take part in a 40 day programme requirement and thirty days of rehabilitation activity. Addressing Chappel, Judge Lawrie said: “It may have seemed just fantasy to you but, looking at those images, someone somewhere has been abused for the taking of those photos and you have found deviant delight from viewing them. “But there has been no hint of any of this in your past life and you have had work which has brought you into contact with children without complaint.”
