December 2022 Extra jail time for paedophile who was due to be let out after Christmas Pervert Kevan Rose has been jailed after he attempted to have a sexual chat with who he believed was a 12-year-old schoolgirl. The 34-year-old, who has a history of sexual offending including downloading indecent images of children, grooming young girls online, failing to comply with notification requirements of the sex offenders’ register and breaching a Sexual Harm Prevention Order (SHPO), was arrested after police seized his mobile phone. An analysis showed he had used the Kik platform, which he was not allowed to do. And he made contact with an undercover officer who was pretending to be a 12-year-old girl. Despite being told he was talking to a 12-year-old he sent a picture of his private area. Now Rose has been jailed for 12 months at Stoke-on-Trent Crown Court. He remains on the sex offenders’ register for life and is subject to the SHPO for 15 years. Prosecutor Mark Brookes said: “In summary, the defendant was told by the officer he was talking to a 12-year-old girl. After he was made aware of her age he sent a picture of his erect penis and confirmed it was himself.” Rose, formerly of Percy Street, Hanley, pleaded guilty to failing to comply with notification requirements of the sex offenders’ register and attempting to engage in sexual communication with a child. The court heard he is currently a serving prisoner after he was jailed in March for failing to comply with notification requirements and three breaches of a SHPO Rose will serve half the sentence before he is released. The 33-year-old also formed a relationship with a woman who had children and stayed at her home for more than 12 hours, which he was prohibited from doing. And he tried to pervert the course of justice by trying to persuade her to lie to the police about the extent of their relationship. Now Rose – described by the judge as devious and sexually attracted to children – has been jailed for two-and-a-half years at Stoke-on-Trent Crown Court. Prosecutor Gemma Maxwell said the defendant was made the subject of a Sexual Risk Order in 2015 due to his concerning sexual behaviour and sending explicit messages involving children to third parties. He was jailed for 16 months in 2017 for breaching the order and publishing an obscene article. Police visited the defendant’s home on September 7, 2019 and looked at his phone. Miss Maxwell said: “It became apparent he had deleted chat logs, texts, videos and WhatsApp messages. A number of WhatsApp messages made reference to sexual activity with children. They included, ‘My perfect paedo partner’. “He installed Snapchat which does not retain chat history and MeetMe which automatically deletes chats after 30 days. “In May 2019 the defendant bought Tor, a browser which facilitates anonymous web browsing.” Police arrested the defendant on April 3, 2021. He said he had met a woman who had children. He said he had not disclosed his convictions. Miss Maxwell said: “It was agreed the defendant would speak to the woman and the officer would follow up with a call. Police spoke with her on the phone on April 6. She believed he was on the sex offenders’ register in relation to images of children. After the officer spoke with the woman and explained he was considered a risk to children she said she was not aware of this. “The woman said the defendant had stayed the night but for fewer than 12 hours and had not been left unsupervised with the children.” The defendant had sent the woman a message which read, ‘If anyone asks we need to downplay certain aspects of our relationship so far. It really is best not to tell anyone I stayed overnight with the kids there.” A study of the defendant’s phone showed there were a number of occasions when he had stayed overnight at the address. Miss Maxwell added: “The defendant stayed overnight on January 13, 2021 for a period of in excess of 12 hours when one of the boys was present.” Rose, of Percy Street, Hanley, pleaded guilty to three charges of breaching a sexual risk order; failing to comply with the notification requirements of the sex offenders’ register; and doing an act intending to pervert the course of public justice. Deputy Circuit Judge Paul Glenn said the offending was so serious only immediate custody could begin to be considered. He said: “It is the third time you have breached the Sexual Risk Order. “You were plainly well aware of the prohibitions you were subject to but you deliberately chose to flout them. And the picture that emerges is of a somewhat devious individual. “You deleted WhatsApp messages and your internet history. You purchased apps including Snapchat which does not retain history. You had a browser. You also used MeetMe which automatically deletes material after 30 days. “Some of the messages you sent were disgusting. You referred to her as a ‘paedo partner’. “You formed a relationship with a woman who had children. It is quite plain you told her nothing about your past history until about six months into the relationship. “You instructed her to downplay your relationship. It must have been an awful shock to her when social services and police made her aware of your position. She described she had been head over heels in love with you. November 2016 Re-offending paedophile avoids prison again A paedophile who was caught with indecent images of children has now been caught grooming schoolgirls online. In August, Kevan Christopher Rose (29) of Clent Avenue, Kidderminster appeared in court and pleaded guilty to possession of indecent images of children. On this occasion he avoided a prison sentence and was instead fined. However, when police checked his computer a few weeks later, they discovered he had deleted the browsing history. Despite this attempt by Rose, the police examined the computer and discovered Rose had been grooming schoolgirls online. The court was told that Rose, who worked as a sales assistant in Stourport at the time, had contacted a number of underage girls in a sexual manner. He progressed to asking them for indecent images of themselves. It was also revealed that Rose had contacted a number of other paedophile’s online, in a bid to exchange photos and fantasies involving child sexual abuse Rose pleaded guilty to all of the above and was sentenced to a community order which would last until 2019.
