WILLIAM FRASER FROM DUNFERMLINE CAUGHT IN SHOCKING SEXUAL MISCONDUCT AT SALVATION ARMY SHOP

A disturbing incident has come to light involving William Fraser, a 73-year-old volunteer at a Salvation Army charity shop located on Dunfermline's High Street. Fraser, who has been associated with the charity for over 16 years, was found to have engaged in inappropriate and sexually explicit conduct towards a teenage boy during a routine shift.

The incident occurred on the 9th of November last year, when Fraser was working at the Salvation Army shop. The young victim, a 14-year-old boy who had recently started volunteering at the store, was performing his duties during a shift scheduled from 2 pm to 5 pm. On that day, Fraser had returned to the shop after collecting donations in a van, which were being unloaded when the inappropriate interaction took place.

According to reports, Fraser suddenly began making sexually charged remarks to the boy. He asked the teenager about his penis size, claiming that his own was “tiny,” and pressed further, asking the boy if he had ever been involved in sexual activity. Despite the boy’s attempts to leave the conversation by stating he was leaving early to catch a fireworks display, Fraser persisted with his inappropriate questions. The volunteer continued to inquire about the boy’s sexual history, including whether he had ever been penetrated, which caused the young person to feel uncomfortable and distressed.

Following the incident, the boy confided in his aunt about the nature of Fraser’s remarks. This led to the police being contacted approximately a week later. During police interviews, Fraser admitted to the conversation, claiming that the boy had told him he was gay. Fraser stated that he asked about the boy’s sexual orientation and the size of his penis, purportedly to boost the boy’s confidence. Fraser also claimed that he told the boy he was “far too young” for any sexual activity and insisted that he would not have sex with him.

The court proceedings revealed that Fraser’s actions were not isolated, as he had a previous conviction related to similar conduct, which had resulted in his placement on the sex offenders register. During the hearing at Dunfermline Sheriff Court, Sheriff Krista Johnston expressed her view that Fraser’s behavior appeared to stem from stupidity rather than malicious intent. Nonetheless, she ordered Fraser to be placed on the sex offenders register for two years and imposed a community payback order, which includes two years of supervision and participation in the ‘Moving Forward to Change’ program.

Fraser’s sentencing is scheduled for the 30th of April, and he has been placed on the sex offenders register for an additional two years. The case has raised serious concerns about safeguarding and the conduct of volunteers working with vulnerable young people in community settings, prompting calls for increased vigilance and stricter oversight of individuals in such roles.
