STEVE DUXBURY SHOCKS BLACKBURN MARKET WITH INDECENT EXPOSURE AND SEXUAL BEHAVIOR
In June 2022, a disturbing incident unfolded at Blackburn Market involving 71-year-old Steven Duxbury, who was found to have indecently exposed himself in a public space after reportedly becoming aroused by a young girl.The incident was brought to the attention of authorities when a 12-year-old girl, dressed in her school uniform, observed Duxbury engaging in inappropriate behavior.
Blackburn magistrates heard that Duxbury, a resident of Mill Lane in Blackburn, admitted to police that he had 'simply lost control' during the incident.
He pleaded guilty to charges of indecent exposure and engaging in sexual activity in the presence of a child.
Recognizing that their sentencing powers were insufficient for such a serious matter, the magistrates ordered that Duxbury be sent to Preston Crown Court for sentencing.
Prosecutor Scott Parker provided context about Duxbury’s criminal history, revealing that he had previous convictions related to possessing indecent images of children in 2012.
At that time, he was subject to a sexual harm prevention order.
Further, in 2017, Duxbury was sentenced to 12 months in jail for similar offenses.

Parker noted that there was an indication from prior cases that Duxbury had engaged in sexual acts in public, including an incident on a bus in front of a schoolgirl.
The latest incident occurred when police responded to a report of a man behaving suspiciously at Blackburn Market.
Witnesses had observed Duxbury performing a sexual act in public, behavior that was also seen by a young girl.
The 12-year-old girl saw Duxbury sitting on a bench, repeatedly looking at her in a manner that made her feel uncomfortable.
Upon further observation, she noticed that he was engaging in a sexual act and licking his lips, which heightened her distress.
The girl immediately informed her mother, who was able to see Duxbury’s actions clearly.
Security personnel at the market detained Duxbury until police arrived to take him into custody.
The incident has raised serious concerns about public safety and the protection of minors in Blackburn, prompting authorities to take swift legal action against Duxbury for his unacceptable behavior.
