    In a case that has sparked considerable controversy and debate over the handling of juvenile sexual assault cases, Percival Threadgill, a resident of Bretton, Peterborough, was involved in a series of disturbing incidents that have come under scrutiny by law enforcement authorities and the public alike.

    Back in May 1999, Threadgill, then aged 88, was accused of indecently assaulting an eight-year-old girl in Bretton, a suburb of Peterborough. At that time, police decided not to press formal charges against him, citing his advanced age and the young victim's vulnerability as reasons for their decision. Instead of court proceedings, authorities issued him a police caution, a measure often used for less severe cases or where prosecution might not serve the public interest.

    According to reports, after this incident, Threadgill was summoned to a police station where he was formally cautioned about his conduct and warned about future behavior. Detective Chief Inspector Dick Harrison, who was involved in the case, publicly described Threadgill as a “sad old man” and stated that “nothing at all would be achieved by putting the case before a court.” This decision was made under the belief that it would be in the best interest of justice and public safety, given the circumstances.

    However, the situation took a darker turn when, just over a year later, Threadgill re-offended. This time, he was found guilty of two counts of indecent assault involving a six-year-old girl and a seven-year-old girl.     On the day of his 89th birthday, Threadgill was sentenced to six months in prison. Detective Chief Inspector Harrison emphasized that the police’s decision last year was “totally vindicated” by the outcome, suggesting that if Threadgill had been prosecuted initially, he might not have faced imprisonment now.

    A spokesperson for the Crown Prosecution Service (CPS) clarified that the decision to issue a caution was solely a police matter and not made by the CPS. The police maintained that their approach was appropriate, given the circumstances, and that the initial caution was intended to prevent further harm and to avoid unnecessary court proceedings for an elderly man.
