In a disturbing series of events that have raised serious concerns about public safety and the effectiveness of existing legal restrictions, Nailly Edwards, a known sex offender from Cardiff, has once again found himself at the center of a criminal investigation involving breaches of court orders and inappropriate conduct near children.

Back in December 2018, just days after his release from prison, Edwards was spotted loitering close to the children’s section of Canton Library in Cardiff.

This sighting was particularly alarming because it occurred less than a week after he had been released from custody.

Police officers, who had previously visited his home on Lewis Street, Riverside, to conduct checks, found that Edwards was not there but was later seen at the library.

An officer on duty observed Edwards standing near the area designated for children, which was a clear violation of the strict conditions imposed on him.

Edwards, aged 25 at the time, was immediately approached by law enforcement and taken into custody.

A photograph was taken of him at the scene, and he was subsequently escorted off the premises.

During questioning, Edwards admitted to breaching the terms of his sexual harm prevention order, which explicitly prohibits him from being within 10 meters of places where children under 16 are known to gather.

This breach was a direct violation of the restrictions placed upon him following his 2011 conviction for sexually assaulting two young boys when he was just 18 years old.

His actions did not go unnoticed, and the incident marked the fifth recorded breach of his sexual harm prevention order since it was enacted in 2011.

The court heard that Edwards had previously been sentenced for sending malicious communications, including messages to his support worker in which he expressed intentions of committing sexual abuse against four-year-old girls.

These revelations painted a disturbing picture of his ongoing preoccupations and the potential risk he posed to the community.

Following his latest breach, Edwards was recalled to prison on the same day.

The court proceedings revealed that he had been released on license on November 16, 2018, but had failed to comply with the conditions of his supervision.

His failure to adhere to the restrictions led to his re-incarceration and a subsequent hearing at Newport Crown Court.

During the hearing, the prosecution detailed Edwards’ repeated violations, including his presence near children’s areas in public libraries.

The court was informed that Edwards had visited the Canton Library at least seven times in the days leading up to his arrest, each time spending an hour or more watching children and fantasizing about sexual acts.

On one occasion, he reportedly stood within a meter of a young child, an act that further demonstrated his blatant disregard for the court’s orders.

In a subsequent interview with probation officers, Edwards admitted to these visits and confessed that he was sexually aroused by girls from the age of two upwards.

He also admitted to performing sexual acts in private after watching children in the library.

His behavior and admissions prompted the court to consider the seriousness of his breaches and the ongoing risk he posed.

Judge Patrick Curran QC addressed the court, emphasizing the gravity of Edwards’ actions.

He pointed out that Edwards had committed a very serious breach of the sexual harm prevention order just days after being reminded of its conditions.

The judge described Edwards’ fantasies involving children as “gross” and underscored the danger he represented to the community.

As a result, Judge Curran sentenced Edwards to two and a half years in prison.

Although he acknowledged that he did not have the authority to order Edwards to undertake a sex offenders’ course while incarcerated, the judge expressed a sincere hope that such a program would be made available to him in the future.

The court also confirmed that the indefinite sexual harm prevention order remains in effect, and Edwards will continue to be registered as a sex offender for the rest of his life, ensuring ongoing monitoring and restrictions.

These incidents highlight the ongoing challenges faced by authorities in managing individuals with a history of sexual offenses, especially those who repeatedly breach court orders designed to protect the public.
