MIGRANT SPARED DEPORTATION DESPITE NORWICH SEX ATTACKS
A migrant drug dealer was spared being deported back to Pakistan despite sexually assaulting two women in Norwich, it has emerged.Muhammed Izhan, 22, was allowed to stay in the UK after winning an appeal against his removal on the grounds of mental health.
The decision on November 11 came less than two weeks after he had pleaded guilty to sexually assaulting two women in a busy Norwich street in broad daylight.
He was fined £200 for the offences.
Norwich Magistrates’ Court had heard he touched one woman’s chest after harassing her as she walked to work and groped another woman’s bottom after pestering her in a shop on Aylsham Road.
Izhan, who lived in Cringleford, had earlier been sentenced to 30 months in prison for his role in a 'sophisticated' drugs ring and had his deportation signed off in May 2024.
However, the immigration tribunal in November ruled that Izhan could stay in the UK because a deportation to Pakistan would “have a negative impact on his mental health” and there was a risk that he would use drugs if removed to his home country.
The Home Office tried to overturn the appeal, but it was upheld by Upper Tribunal Judge Luke Bulpitt who refused the request to deport him, noting that he was a 'star pupil' at school and had mental health diagnoses including ADHD.
Judge Bulpitt said: “There is a high likelihood of significant deterioration in his mental health and engagement in drug-related behaviour that will further have a negative impact on his mental health.” He added that Izhan represented his school by playing rugby and earned awards for his sporting achievements.
Izhan came to the UK aged seven with his mother and brothers in 2010, moving in with his father in East Anglia.
