It has been revealed that the charity's leadership was aware of Browne’s troubling past involving sexual offenses for a period of four years prior to him committing a heinous rape on a vulnerable client.

Stephen Browne, at the age of 50, had unfettered access to disabled individuals supported by the Southampton and District Sports and Leisure Association for the Disabled (SADSALAD).

During his time with the charity, Browne was entrusted with responsibilities that included assisting clients with personal care routines.

It was also reported that he was allowed to host a client overnight at his residence, a decision that raises serious concerns about client safety and supervision.

Browne's influence within the organization grew to the extent that he was appointed as vice-chairman, giving him significant authority and access.

The fallout from this scandal expanded when it came to light that despite the charity being informed by police authorities in 2001 about Browne's prior conviction for indecent assault, the senior leadership at SADSALAD failed to take appropriate actions to mitigate risks or to enhance safeguarding protocols.

The police's warning indicated that Browne's conviction was unspent at the time, implying a potential threat to vulnerable individuals within the charity’s programs.

A detailed report by the Charity Commission, which conducted an investigation lasting six months, criticizes key figures within SADSALAD for their lack of due diligence.

The charity’s secretary at the time, Roger Steels, and its chairman, Debbie Richards, were both found to have negligently failed to implement proper safeguarding measures.

While Mr.

Steels did reveal that he shared the police information regarding Browne’s past with Mrs.

Richards, the report states that she chose to keep this information secret, believing it was confidential.

Steels explained during the inquiry that he considered the police’s disclosure to be confidential, which contributed to the lack of preventative action.

Despite this knowledge, Browne continued to serve as a trustee and later as vice-chairman, positions that allowed him ongoing contact with vulnerable clients.

Concerns about Browne’s conduct persisted, and in 2005, another trustee, who had become suspicious of Browne’s behavior towards disabled individuals, reported him to the police.

However, this individual also failed to alert other trustees or take further protective measures.

The situation escalated when, in November 2005, Browne was convicted of raping a severely disabled woman and sexually assaulting another individual.

In total, Browne was found guilty of multiple sexual offenses committed in the 1970s as well.

These convictions led to Browne serving a minimum of ten years in prison, having been sentenced early the previous year.

Following the allegations and criminal proceedings, the Charity Commission launched its inquiry after social services brought Browne’s concerning history to their attention.

As a result, Browne was suspended along with the other three trustees involved, all of whom subsequently resigned from their posts.

Browne was eventually disqualified from holding any further charity positions.

He chose not to participate in the inquiry process.

During the investigation, Mr.

Steels acknowledged the findings but claimed that he and Mrs.

Richards had been misled by Browne, believing him to have reformed and deserving a second chance.

He expressed regret over the trust placed in Browne and admitted that, despite previous background checks, the verification of Browne’s suitability was insufficient.

Mr.

Steels, who still volunteers for SADSALAD, stated that he did not feel uncomfortable working for the organization but recognized it as a hard lesson learned.

The inquiry emphasized that since its completion, SADSALAD has taken steps to improve its safeguarding procedures.

The charity has implemented new policies designed to protect vulnerable clients more effectively and has strengthened existing safety measures.

Debbie Richards declined to comment on the matter, and the investigation has cast a stark light on the serious failures in oversight that allowed Stephen Browne's misconduct to go unchecked for years.
