ROGER SCOTT, CARLISLE SEX OFFENDER, REPEATEDLY VIOLATES COURT ORDERS IN CARLISLE
In May 2019, Roger Thomas Scott, a 45-year-old sex offender from Carlisle, breached a court order by returning to parks in the city, despite previous restrictions.Scott, who once engaged in a sexual act in front of three 15-year-old girls, was spotted in Chances Park, Morton, by an off-duty police officer.
The officer, noticing he smelled of alcohol, approached him and questioned his presence in the park.
Scott claimed he was heading to the shops, but he was already returning from a nearby shop when questioned.
Despite the warning, he continued walking through the park on his way home.
The prosecutor, Gerard Rogerson, explained that these actions also violated an earlier court order, which banned him from parks, playgrounds, and swimming pools.
Scott, of Partridge Place off Wigton Road, admitted to the two breaches on February 24.
His lawyer, David Wales, described the breaches as a "stupid oversight," stating that Scott was searching for vegetables to cook for himself and his girlfriend after finding none at the shops nearby.
Wales emphasized that Scott was not intentionally flouting the court order but was instead absent-minded and foolish, having openly told police about his walks through the park.
The earlier offence occurred at Hammonds Pond, Upperby, in May 2017, where Scott performed a sex act in front of three 15-year-old girls.
The incident took place in a busy park filled with visitors of all ages.
Judge James Adkin sentenced Scott to 17 months in prison.
He noted Scott's history of serious sexual offences, including previous indecent assault and exposure, and stated, "Your antecedents demonstrate you are an individual who has committed serious sexual offences before.
You have a proclivity to expose yourself to children, and did do so in a park in May 2017." The judge described Scott’s latest breach as deliberate.
Back in July 2017, Scott was sentenced for his indecent exposure in Carlisle park.
He had targeted three 15-year-old girls, following them and then exposing himself in front of them in Hammonds Pond during a busy evening.
While initially facing a prison sentence, Scott received a suspended 21-month jail term after admitting the offence and having spent seven weeks in custody.
As part of his sentence, Scott was ordered to complete a sex offender treatment program, a rehabilitation requirement, and to register as a sex offender for ten years.
He was also subject to a sexual harm prevention order prohibiting him from entering parks, playgrounds, sports fields, and swimming pools, aimed at safeguarding the community long-term.
