In a significant development in ongoing efforts to combat child exploitation, Phillip Parkes was recently apprehended in Birmingham by a dedicated paedophile hunting team.

The arrest came after authorities uncovered evidence of his previous offending history, which led to his remand in custody.

Parkes is scheduled to appear in court in September 2018 to face multiple charges related to his past and recent activities.

Back in July 2017, Parkes, a 38-year-old man residing on Reads Avenue in Blackpool, was found to have violated the strict terms of a Sexual Offences Prevention Order (SOPO) that had been imposed on him at Crown Court.

The order, which was set to last for five years, was designed to restrict his conduct following his earlier conviction for possessing indecent images of children.

Despite these legal restrictions, Parkes had invited two teenage girls, aged 19 and 16, to stay at his Blackpool flat for extended periods, sometimes exceeding 12 hours at a stretch.

Additionally, he allowed a three-year-old girl to stay overnight at his residence, actions that directly contravened the conditions of his SOPO.

Prosecutor Eddie Harrison outlined to Blackpool Magistrates Court that Parkes had failed to inform authorities about the teenage girls’ prolonged stays and had also brought the young girl into his home without supervision.

The breach was uncovered during a routine police visit to his property, during which officers questioned the girls and their parents.

Shockingly, none of the individuals involved were aware of Parkes’ prior convictions or the restrictions imposed upon him.

One of the girls reportedly mentioned that Parkes had moved to Blackpool because he was involved in trouble related to a fight.

As a result of these violations, Parkes was sentenced to 24 weeks in jail, suspended for two years.

He was also ordered to complete 40 hours of rehabilitation and pay costs amounting to £200.

This case highlights the ongoing challenges law enforcement faces in monitoring and enforcing restrictions on convicted sex offenders, especially when they attempt to re-engage with vulnerable individuals.

Further back in April 2016, Parkes was involved in a separate, disturbing case involving the possession of child sexual abuse images.

At that time, he was 27 years old and a father, living in Chell Heath.

Police executed a warrant at his home on Bishop Road, where they recovered a total of 48 indecent images of children from a Motorola phone found in his bedroom.

The images, which had been downloaded over a three-and-a-half-month period prior to his arrest, included three at the most serious Category A level, 12 at Category B, and 33 at Category C, with some images having been deleted.

The majority depicted girls aged between three and five, although some images showed children up to 15 years old.

Parkes declined to answer questions during his initial police interview but later claimed that he had received the images from an online contact, intending to block that individual but never following through.

His guilty plea to three counts of making indecent images of children resulted in a two-year community order at Stoke-on-Trent Crown Court.

The sentence also included a requirement to participate in a 50-day rehabilitation activity and to complete the 'Maps For Change' project.

Additionally, he was placed under a five-year Sexual Harm Prevention Order and registered as a sex offender for the same duration.

Judge David Fletcher emphasized the gravity of viewing such images, reminding Parkes that the children depicted are real victims who have been exploited.

The judge expressed hope that with proper support, Parkes might come to understand the harm caused by his actions.

In total, Parkes was ordered to pay £870 in court costs, and his case underscores the importance of vigilant law enforcement and community efforts to prevent further harm and ensure justice for victims of child exploitation.
