This encounter took place as part of a pioneering pilot scheme aimed at giving victims and their families a voice during parole hearings.

    Graham Neary, now 25 years old, was convicted of killing Michael Moss in 1999 when he was just 16. Despite serving time and being sentenced to life imprisonment, Neary was granted release on a life licence, a decision that has sparked significant controversy and distress among those affected by his crime. Liz Moss, who was present at the hearing held at Sudbury Open Prison, delivered a powerful victim impact statement, emphasizing her opposition to Neary’s release and advocating for the extension of the scheme across the United Kingdom.

    Michael Moss’s death was a horrific act of violence that shocked the community in Litherland, Merseyside. The teenager was subjected to unimaginable cruelty on a local playing field, where he was stripped naked and subjected to a brutal stabbing that resulted in 95 separate wounds. His ear was nearly severed by a broken vodka bottle, an act that drew disturbing parallels to scenes from the film Reservoir Dogs. The brutality of the attack was compounded by the fact that Neary, along with accomplices Allan Bentley and Mark McKeefrey, all aged 16 at the time, carried out the assault.

Liz Moss, now 53, described the horror of her son’s murder during the hearing, stating, “What they did to my son — an animal doesn’t even do that. They cut his ear off. They broke his neck. He had 95 stab wounds. What kind of human being does that?” Her words underscored the brutality of the crime and her deep anguish.

    Despite being informed that Neary would be released, Mrs. Moss expressed her relief at having had the opportunity to speak out. She revealed that participating in the scheme provided her with a sense of empowerment, saying, “It gives you a voice. I had my say — he had to listen to me. You do get great satisfaction out of it — especially when you are facing that murderer.” She also expressed hope that her participation would pave the way for other victims of murder and manslaughter to have their voices heard, ensuring that their loved ones’ stories are acknowledged.
