December 2015 Judge describes ‘upskirting’ case as ‘shocking and astonishing’ A Guernsey judge has described a 38-year-old found guilty of ‘up-skirting’ as a “man without any moral compass. Michael Le Billon has been sentenced to 17-months in prison after he was identified in retailers’ CCTV footage, taking pictures up the skirts of female shoppers in a handful of Guernsey’s High Street stores. Police also found indecent images of children on Le Billon’s external hard drive. In summing up, the judge mentioned the impact of Le Billion’s actions to the wider community. The judge called Le Billon’s action’s “abusive to the women and women generally”. When handing out the custodial sentence today, Judge Cherry McMillen said she had no doubt Le Billon presents a risk of sexual harm to women and young girls in the island.
