    MATTHEW PARR SENTENCED IN LIVERPOOL FOR CHILD PREDATION OFFENSES

    In June 2021, Matthew Parr engaged in a series of disturbing online communications, where he asked a man if he could rape his two-year-old daughter. Parr also expressed an interest in assaulting the man’s nine-year-old daughter after being informed she was autistic. Unbeknownst to Parr, he was interacting with an undercover police officer. During the exchange, Parr requested details about the children and inquired, "would it be like a foursome?" He also sent a repulsive video depicting the sexual abuse of a toddler aged between two and three.

    Prosecutor Charlotte Atherton explained that on March 12, 2020, Parr contacted an undercover officer on Grindr, who used the name ‘MancDad.’ Over the following months, from March 12 to June 16, Parr exchanged messages with the officer, who called himself ‘Lee,’ identifying himself as a father of two. Parr responded enthusiastically, stating, “that sounded amazing.” They transitioned to Wickr, where Parr adopted the name “DirtyBiLabourer,” and made numerous sexually explicit suggestions related to children.

    Ms. Atherton stated, “The officer said he was happy to meet like-minded individuals for what he called ‘play time,’” emphasizing the level of predatory intent. The next day, Parr inquired whether he could perform sexual acts on the children and asked if there were others who “play,” also seeking a description of them. He further asked if he was “free that weekend” and whether it would be “like a foursome.”

    On April 8, Parr again asked about the children’s availability, citing restrictions due to the coronavirus pandemic, and expressed ongoing sexual fantasies, saying he “’d love to meet.” Two days later, Parr provided his email address, indicating an interest “to get to know the three of them,” initially proposing to meet and see how things went, preferring not to scare the children and “let them lead.”

    When the officer challenged whether Parr was an undercover cop, Parr replied, “I’m scared,” and sent a graphic video of a toddler being sexual assaulted. Despite the police’s disclosure that one of the children, the eldest, was autistic, Parr persisted in expressing continued interest.

    Between May 1 and June 16, communication slowed, and Parr did not follow up on the agreed date. He was subsequently arrested on June 23. During his arrest, Parr admitted to deleting the offensive images and chats, claiming he had spoken with others who had admitted to abusing their own children.

    Investigators found 29 images depicting child rape, 70 other indecent images, and two extreme pornography pictures on Parr’s devices. Parr, of Old Wargrave Road, Newton-Le-Willows, has prior convictions, including a 1994 fine for soliciting for immoral purposes.

    He pleaded guilty to multiple charges: three counts of making indecent images of children, possession of indecent images, possession of extreme pornography, three counts of distributing indecent images, and two counts of arranging a child sex offence involving fictional children.

    Judge Andrew Menary QC condemned the conversations as “appallingly outrageous” and “truly outrageous behaviour,” noting Parr’s intent to meet and carry out sexual acts involving very young children, which Parr largely hoped would occur. The judge highlighted Parr’s suspicion about the officer’s identity, noting that Parr even asked if ‘Lee’ was a police officer.

    Referring to Parr’s halt in contact, the judge said, “I am sure at that point, not because you lost your desire to do what you earlier proposed but because you were fearful that the conversation might not have been real.”

    Parr was sentenced to five years imprisonment, ordered to sign the Sex Offenders Register for life, and imposed with a Sexual Harm Prevention Order lasting for the same duration.
