June 2008 Freed sex offender defied licence A 34-year-old Norwich man already convicted of selling child porn has been jailed for 15 months for downloading indecent images. Mark Seel, of Thorpe Road, admitted two offences of possessing indecent photos of children and asked for 172 others to be considered at Norwich Crown Court. Police checking his licence conditions discovered he was using a mobile phone to access the internet defying a ban. Seel, convicted twice before, was freed on condition he did not use the web. Judge Simon Barham said he had committed the latest offences in the summer last year whilst on licence and this was an aggravating feature. The judge said: “These offences encourage others to take photographs of children who are abused.” Seel was given a sex offenders prevention order for 10 years to protect children from harm from him. He was also banned from using any electronic device to access the internet, banned from working with children indefinitely and put on the sex offenders register permanently.
