KEVIN HESLIN EXPOSES HIMSELF AT SOUTHAMPTON SEAFRONT IN SHOCKING INCIDENT
A disturbing incident occurred at Weston Shore in Southampton involving Kevin Heslin, a 49-year-old man whose actions have raised serious concerns about public safety and his personal conduct.Heslin was observed by a 16-year-old girl, who was out jogging along the seafront, wearing a blue skirt.
During her routine exercise, she noticed Heslin sitting on a bench with his genitals exposed to passers-by, an act that immediately alarmed her.
The young girl quickly alerted a nearby woman and her two young children, prompting immediate police intervention.
Officers responded swiftly to the scene, where Heslin was seen rising from his position and walking towards the Pitch and Putt area.
Authorities intercepted him before he could leave the vicinity and subsequently placed him under arrest.
During a search, police discovered a bottle of Johnson’s baby oil tied to Heslin’s body with a piece of string.
Heslin explained that the oil was intended to help with chafing, a common issue for some individuals.
Additionally, officers found pink women’s underwear in his possession, which further contributed to the investigation.
In court, a statement from the 16-year-old victim was read aloud.
She expressed her distress and feelings of violation, stating, “I really don’t know why someone would expose themselves in a public place like that.
I am left feeling distressed and violated by the man’s actions.
My heart was racing and I felt scared.
I honestly never thought I would witness anything so horrible whilst out for a run.” When questioned by police, Heslin admitted to having a sexual interest in children, despite asserting that he is a heterosexual male.
He claimed that he did not intentionally expose himself and was unaware that part of his body was visible at the time.
Heslin, who resides on Glen Road in Southampton, described himself as a nudist and stated that he enjoys wearing skirts.
Throughout the police interview, he chose to answer “no comment” to all other questions after conferring with his legal representative.
Heslin’s actions on August 10, 2023, led to a formal charge of exposure, to which he pleaded guilty.
It is noteworthy that Heslin has a prior conviction from 2011 for a similar offence, when he was caught in a wooded area wearing only a balaclava.
His barrister, Richard Onslow, emphasized that Heslin has shown remorse and has been participating in therapy aimed at addressing his behavior.
Mr.
Onslow argued that Heslin’s participation in nudist activities at beaches should not be restricted by court order, asserting that such activities are legal and part of his lifestyle.
However, Judge Christopher Parker was clear in his stance.
He pointed out that Heslin’s admission of guilt and his history of similar offenses warranted strict measures.
The judge stated, “Someone with his history should not be allowed to expose himself at all,” regardless of whether he considers himself a nudist.
Addressing Heslin directly, the judge expressed concern about the possibility of a sexual interest in pre-pubescent girls, highlighting the seriousness of the case.
As a result, Heslin was sentenced to a three-year community order, which includes 120 hours of unpaid work, 30 sessions on an accredited behavioral program, and five days of rehabilitation.
Furthermore, he was placed under a five-year sexual harm prevention order, which prohibits him from having unsupervised contact with children under 16 and from exposing himself in any public place.
Heslin is also subject to notification requirements for the same period, ensuring ongoing monitoring of his activities and compliance with the court’s directives.
