May 2019 Pervert caught upskirting using secret camera hidden in shoe is sentenced A man who used a tiny shoe camera to secretly film under the skirts of seven women at a seaside town’s 1940s festival had targeted hundreds – including young schoolgirls – during more than three years, a court heard. Kevin Bacchus, 64, of Balkwell Avenue, North Shields, formerly of Rhyl, admitted five counts of outraging public decency by filming under skirts at an unknown location in 2015 and at Colwyn Bay last April. He also pleaded guilty to taking 111 indecent photographs of children between August 2011 and April 2018, and making two indecent child images in the highest category of seriousness between 2007 and April 2018. He received a 12-month suspended prison term with a three-month 7pm-7am curfew. He must also attend a course for sex offenders. A sexual harm prevention order bans him from having micro camera equipment unless built into a smartphone. Judge Niclas Parry told Bacchus: “Over a period of in excess of three years you have repeatedly violated the privacy of hundreds of women. You would arm yourself so you could take intimate photographs. The equipment was sophisticated.” A new upskirting law has since come into force in England and Wales. Judge Parry said “mercifully” the women didn’t realise at the time what was happening and there was no suggestion the images were distributed. He accepted Bacchus was “ashamed and remorseful.” The judge told him: ”You are given an opportunity because I believe that affords the public greater protection. It’s now a matter for you.” Prosecuting barrister Jonathan Austin said at Mold Crown Court that Bacchus attended a 1940s festival at Colwyn Bay in April last year. An onlooker noticed him behaving in a “strange” way. “He was seen to be placing his foot in a position near to other bystanders looking at exhibits, and appeared to lean past them to look at exhibits. It was an awkward position and the bystander thought it was because he had a camera on the end of his shoe,” Mr Austin said. An off-duty police officer, helping at the event, detained Bacchus. Judge Parry said the camera could be operated from the defendant’s pocket. The prosecutor said: ”He admitted he had been taking films up the skirts of seven different women that day in Colwyn Bay. A number of them were identified. They had been unaware of the activity.” Bacchus said he had been carrying out this type of filming for five or six years and obtained sexual gratification. A woman in her 60s had been shocked and upset after police told her what had happened. Bacchus had filmed a girl of 15 wearing a summer school uniform. At a previous court hearing prosecutor Gareth Parry said a large number of cases had been discovered following a 1940s festival at Colwyn Bay . Judge Rhys Rowlands bailed him until May 8 for a pre-sentence report. Bacchus, formerly of Rhyl, was warned that custody would be uppermost in the judge’s mind. But Judge Rowlands added: ”You have pleaded guilty. It will be reflected in a reduction in the sentence when you return to court.”
