    JOSEPH HOGAN FROM HUCKNALL CAUGHT IN SHOCKING CHILD GROOMING AND SEX OFFENDER BREACHES IN NOTTINGHAM

    In a disturbing series of events that have shocked the community of Hucknall and the surrounding areas, Joseph Hogan, a known sex offender, has once again found himself at the center of serious allegations involving breaches of court orders and attempts to groom young children. Hogan, who resides on Astral Grove in Hucknall, has a long history of criminal behavior related to sexual offenses against minors, and recent incidents have highlighted the ongoing risks he poses to children in the area.

    Back in February 2009, Hogan was involved in an incident that drew the attention of law enforcement and the courts. During a gardening project organized by a crime reduction charity in Basford, Nottingham, Hogan was working alongside other offenders when he committed a breach of his court-imposed restrictions. The project was overseen by the National Association for the Care and Resettlement of Offenders, and it was during this activity that Hogan, who was under a Sexual Offences Prevention Order (SOPO), made a grave mistake.

    According to court reports, Hogan was observed talking to two young girls from a neighboring house while sitting on a garden wall. The project supervisor noticed Hogan engaging with the children and instructed him and two others to pack up their tools and leave the site. However, shortly after, the supervisor returned to find Hogan speaking with the girls and, alarmingly, revealing his name to them. The project worker reported the incident to the police, with Hogan claiming that the children had initiated the conversation and that he was merely responding. Hogan, aged 55 at the time and living on Astral Grove, pleaded guilty to breaching his court order.

    During the hearing at Nottingham Crown Court, it was revealed that Hogan's criminal record included previous convictions for indecent assaults on children. The court was told that Hogan had served a three-year prison sentence in November 2006 for breaches related to his prior offenses and was released in February of the following year. The judge, Michael Stokes QC, sentenced Hogan to 30 weeks in prison, suspended for 18 months, with an 18-month supervision order. Hogan was also ordered to comply with the Sex Offender Prevention Order and to wear an electronic tag as part of his monitoring.

    Hogan's defense attorney, Gregor Purcell, stated that Hogan had reported the breach himself before any police complaint was made, emphasizing that he was under close supervision and would continue to be monitored. The judge acknowledged Hogan's history and the fact that he was before the court for a single breach, indicating that strict supervision was in place to prevent further offenses.

    However, Hogan's troubling history extends beyond this incident. In January 2007, he was involved in a highly disturbing case where he used discarded toys to groom children. Hogan, then aged 53, was already under a Sexual Offences Prevention Order when he began collecting old teddy bears, dolls, toy cars, prams, books, and clothes from skips and passing them to a family with four children aged between seven months and seven years. His intent was to groom these children, and he spent over two years attempting to manipulate the two boys and two girls, all while police officers, who considered him one of the highest risk sex offenders in south Nottinghamshire, were regularly visiting him.

    It was only in November 2008 that Hogan's activities came to light after friends and neighbors reported concerns about his behavior. The police then uncovered that Hogan had been engaging in grooming behaviors, including bouncing a young girl on his knee and stroking her hair, actions that police and court officials interpreted as preparatory steps for further abuse. Hogan admitted to 12 breaches of his Sexual Offences Prevention Order, which explicitly prohibited him from attempting to communicate with anyone under 16.

    During the sentencing, Recorder Yvonne Coen, QC, described Hogan's conduct as alarming and deliberate. She stated that his interactions with the children, although seemingly minor, were indicative of grooming behavior aimed at preparing for future abuse. She emphasized the seriousness of his breaches and praised the police for their timely intervention, which likely prevented further harm. Hogan was sentenced to five years in prison for his 1998 convictions of indecent assaults and received a sentence of two and a half years on each of the 12 breaches, to run concurrently.

    Detective Sergeant Phil Hallam of the South Nottinghamshire police public protection unit expressed outrage at Hogan's actions. He explained that police had obtained a community disclosure order, which allowed them to inform the children's parents and neighbors about Hogan's past. The revelation was met with shock and distress, as the community was unaware of Hogan's history as a highly dangerous and habitual paedophile. The police also highlighted Hogan's long-standing pattern of behavior, which dates back over 30 years, and his reputation as a 'skip scavenger' who passed on toys, clothes, and baby accessories from his foraging to unsuspecting families.

    Despite frequent visits from police, Hogan's activities did not initially reveal any ongoing grooming. However, his persistent breaches and the community's concerns underscore the ongoing danger he poses. The case serves as a stark reminder of the importance of vigilant monitoring and the devastating impact of unchecked sexual offending against children in the Hucknall area and beyond.
