A well-known sex offender from Southampton has once again found himself behind bars after deliberately violating a court-issued Sexual Harm Prevention Order (SHPO).

Jordan Larcombe, whose address is listed as Summit Way in Southampton, was previously sentenced to this order on April 5, 2017, following his conviction for sexually abusing two teenage girls on the Isle of Wight.

The SHPO was established with strict conditions designed to prevent any further offending and to safeguard the community.

Under the terms of the SHPO, 26-year-old Larcombe was prohibited from using any mobile phone or electronic device capable of accessing the internet unless he could ensure that his internet activity was fully traceable and retained in a manner suitable for police review.

Additionally, he was legally required to make his devices available for inspection by law enforcement officers whenever requested, and was explicitly barred from deleting any internet histories or records of mobile device usage.

Such measures are standard in efforts to monitor and manage sex offenders and prevent potential reoffending.

However, the promise of compliance was short-lived.

During a routine home visit conducted by police officers on June 14 of this year, authorities examined Larcombe’s phone and uncovered troubling evidence.

It was apparent that he had been messaging a woman over WhatsApp, a popular messaging application.

More concerning was the fact that he had activated the app’s disappearing messages feature, which automatically deletes the messages after 24 hours, making it more difficult for police to track communications.

This action directly breached the conditions of his SHPO.

In a revealing message, Larcombe told the woman that she could start flirting with him now since he had just set the disappearing messages.

This indicated an intentional attempt to camouflage his behavior and circumvent the restrictions imposed by the court order.

His actions led to his appearance at Southampton Crown Court, where he was sentenced to two years in prison for breaching the SHPO.

PC Rob Thomas, who is part of the Western Offender Management team, emphasized the importance of strict enforcement of such orders.

He stated, "We take the management of sex offenders incredibly seriously, and invest significant resources into doing so in order to keep the public safe.

Officers will often make unannounced visits to offenders where they may be subject to an intrusive investigative interview process.

This helps us understand an offender’s routine, interests, and behaviors so we can closely monitor them." He further explained that police had visited Larcombe’s residence and quickly identified that his violations were deliberate and with full knowledge of the restrictions in place.

Orders like the SHPO are designed explicitly to protect the community by preventing reoffending.

When individuals choose to ignore or breach these orders, they are rightly subjected to legal consequences.

PC Thomas expressed satisfaction that Larcombe is now serving time again for his violations.

This case adds to Larcombe’s troubling history concerning online misconduct.

Previously, on July 5, 2019, he had been convicted of engaging in sexual activity with a minor and later reoffended by posting inappropriate images of himself online.

Then, he was living in Chale Green at the time.

Police discovered an Instagram account he created that included messages with a young female and references to a Snapchat account, further breaching court orders that restricted his internet use without police notification.

Larcombe had been ordered not to possess any internet-enabled devices without prior reporting to authorities, a rule he flagrantly violated.

After serving time, he was released in April and was living with his mother, but police found evidence of his online activity on May 29.

He admitted to the breaches, claiming loneliness and the loss of social circles after his prison sentence as reasons for his conduct.

His lawyer, Oscar Vincent, argued that Larcombe’s online activity was mostly one-sided, involving a 20-year-old ex-girlfriend with whom he communicated via social media.

Vincent also highlighted that Larcombe’s actions did not involve sophisticated techniques to conceal his identity, as he did not attempt to hide his online activities.

He explained that his client has a low IQ, along with learning disabilities, which he described as falling under the category of special needs if Larcombe were still in school.

This context was considered during sentencing.

Judge Timothy Mousley acknowledged the seriousness of Larcombe’s repeated breaches, stating, “This was a deliberate breach and constituted a very high risk of causing harm.

This is not the first time you have breached the order and you have a history of failing to comply with other court orders.” Recognizing the danger associated with his continued misconduct, the judge sentenced Larcombe to 16 months in prison, reinforcing the importance of consequences for violations of court restrictions meant to protect the public from harm.
