A convicted sex offender and known resident of Southampton, David Tiley, committed a series of brutal murders and sexual assaults that have shocked the community and prompted a review of police procedures.

The sequence of events unfolded over a tense and tragic period, revealing a disturbing pattern of violence carried out by a man with a criminal past.

Tilkey, aged 47, was prematurely released from prison after serving a six-year sentence for rape in 1995.

Despite his history and repeated violations that kept him jailed multiple times for failing to inform police of his whereabouts as a sex offender, he was granted early release from his most recent ten-month sentence.

This decision set a violent chain of events into motion two months later, when he moved in with his fiancée, Susan Hale, who suffered from cerebellar ataxia, a rare degenerative neurological disorder that impaired her walking ability.

Their relationship began in Southampton, where Tiley met Mrs.

Hale at an amusement arcade last year.

The pair became engaged shortly after his release in January, but their happiness was tragically short-lived.

On the evening of March 7, Tiley's darker side emerged when he bludgeoned Susan Hale with a hammer after she reportedly taunted him about “something in his past.” According to court reports, Tiley then restrained her by binding her ankles and wrists with dressing gown cords, before subjecting her to a horrifying sexual assault.

Following the assault, Tiley inflicted multiple stab wounds—two to her head and two to her chest—causing her death.

Pathologists indicated she likely died “rapidly, but not immediately.” After her death, Tiley covered her body with a duvet, kept the room cool by turning on a fan, and masked the smell of decomposition with deodorant sprayed under the door.

Remarkably, he continued living as if nothing had happened, visiting local shops, an amusement arcade, and even using Susan Hale’s mobile phone to send text messages to her friends.

The horror continued just days later when Sarah Merritt, a 39-year-old carer and mother of two, arrived for a routine visit.

Tiley, who was found sleeping rough in Swanage, Dorset, attacked her unexpectedly.

He brandished a knife, bound her wrists, and announced that Mrs.

Hale was dead.

Tiley then took her bank card, demanded her PIN, and left her gagged and restrained while he withdrew 150 pounds from her account.

When he returned, Tiley removed her gag, engaged her in a conversation while smoking cigarettes, and, as she began to cry, his mood turned violent.

He tore off her clothes and raped her before stabbing her twice in the neck with the same six-inch kitchen knife he used in the previous murder.

Merritt managed to survive the assault, but the trauma was profound.

Two days later, authorities apprehended Tiley in Swanage, Dorset, where he was known to be sleeping rough.

Her husband, Peter Merritt, 41, recounted driving to Mrs.

Hale’s flat after she failed to return home, leading police to discover the two victims' lifeless bodies.

During the court proceedings, Mr.

Merritt expressed the deep devastation his family felt, emphasizing that Sarah Merritt was an innocent woman who did not deserve such a brutal end.

The sentencing was delivered by Mr.

Justice Irwin, who pronounced that Tiley would never be released from prison again, condemning his acts as “brutal and evil.” Tiley was sentenced to life in prison.

The judge also highlighted the serious flaws in Tiley’s risk assessment, as Hampshire Police categorized him as low or medium risk, which he argued was insufficient to prevent such a tragedy.

An independent review into police procedures has been initiated to examine how these failures occurred.

The case has prompted questions about the adequacy of monitoring violent sex offenders after their release, especially in cases like Tiley’s that involved repeated violations and a dangerous past.

As the community grapples with the aftermath of these horrific crimes, the focus remains on understanding how such tragedies can be prevented in the future.
