DERBY SEX OFFENDER DAVID JONES REOFFENDS DAYS AFTER RELEASE, JUDGE CRITICIZES LACK OF TREATMENT

In a troubling case that has raised serious concerns about the management and rehabilitation of sex offenders, David Jones, a resident of Derby, was recently brought before Derby Crown Court following a series of alarming incidents shortly after his release from prison.

Jones, who had previously served time for sexual assault, was released on license in July 2009 after serving a 30-month sentence for touching a female in a sexual manner.

Despite this, he committed further indecent acts within just five days of his release, exposing himself to a woman in Derby River Gardens.

This incident marked the beginning of a series of subsequent offenses that occurred in the same area over the following month.

Specifically, on July 24, Jones pulled down his tracksuit bottoms and exposed himself to a 45-year-old woman.

Less than a month later, on August 19, he approached a 34-year-old woman cycling along a footpath, again exposing himself while holding his trousers down.

The pattern continued when, five days after the August incident, the same woman saw Jones again while she was cycling in the opposite direction, this time exposing his hip and thigh.

Jones, aged 34 and residing on Bass Street in Derby, pleaded guilty to two counts of indecent exposure and one count of attempted indecent exposure.

The court was informed that although he had received some supervision following his previous sexual assault conviction, he had not undergone any specialized rehabilitation programs aimed at addressing his inappropriate behavior.

During the hearing, his defense lawyer, James Cleary, expressed concern over the lack of intervention during Jones’s time in custody.

He stated, “This has not addressed his underlying issues.

He knows he needs help.

He wants it.

He can only hope that some form of course or intervention to meet his own intellectual capacity is found.” Cleary also highlighted that Jones’s problematic behavior was rooted in feelings of loneliness and low self-esteem.

Prosecutor Gillian Foxcroft outlined that Jones’s recent offenses all took place within Derby River Gardens, emphasizing the pattern of his misconduct in a public space.

The court heard that Jones had been under the supervision of a probation officer after his previous conviction but had not been enrolled in any specialized sex offender treatment programs.

In sentencing, Judge Amjad Nawaz expressed his dismay at the lack of rehabilitative efforts.

He stated, “I’m dismayed to find that, while you’ve been in custody for some time now, no further work under the sexual offenders’ programme has been carried out with you.

In my view, you should be made a matter of urgency subject to the sex offenders’ treatment programme.” Jones was sentenced to a total of three years and two months in prison.

Additionally, he was ordered to sign the sex offenders’ register indefinitely, a measure intended to monitor his activities and prevent further offenses.

Following the court proceedings, a spokeswoman for the Prison Service explained that before participating in sex offender programs, inmates undergo a comprehensive induction process.

This includes risk assessment, development of a sentence plan, and addressing any other needs such as substance misuse or educational issues that might hinder participation in specialized treatment.

The spokeswoman emphasized that rehabilitation efforts are tailored to each individual’s circumstances, but in Jones’s case, these had not been sufficiently implemented prior to his recent offenses.
