CONNOR RUSSELL AND SHOCKING SEX OFFENDER BREACHES IN OXFORDSHIRE
A 20-year-old man named Connor Russell, who is a convicted sex offender residing in Oxfordshire, faced court proceedings after admitting to multiple breaches of a court order intended to limit his online activities related to child sexual abuse material.Last year, Russell was given a 16-month suspended prison sentence by a judge at Oxford Crown Court after he confessed to accessing child sex abuse 'filth' on the internet.
It was revealed that he had been viewing such material since he was just 11 years old.
The court’s decision was made under the condition that he would participate in a comprehensive sex offender rehabilitation program known as Horizon.
This program aimed to rehabilitate individuals like Russell and prevent future offending through structured therapeutic intervention.
However, nearly a year after his sentence was handed down, police conducted an unannounced visit to his home in September, only to discover that he was still awaiting placement on the Horizon scheme.
This delay appears to have significantly impacted his ability to adhere to the terms of his court order.
As part of his original sentence, Russell was also required to register any internet-enabled devices, including his phone, with Thames Valley Police—a requirement he was found to have neglected.
During the hearing, it was disclosed that his place on the Horizon program was scheduled to commence in January of the following year.
His legal counsel, Kellie Enever, argued that it would be unjust to activate his suspended sentence at this stage, emphasizing that her client had not yet been given the opportunity to undertake the rehabilitative course that might help prevent future offending.
The court also noted that Russell had been experiencing mental health issues, which could be contributing to his behavior.
The case presented a complex situation.
Judge Ian Pringle KC acknowledged the serious nature of his breaches but also recognized the circumstances surrounding his delay in entering the program.
The judge stated that, considering the facts, many might instinctively think a custodial sentence was appropriate.
Nevertheless, he took into account the arguments that Russell had not had a real chance to address his issues.
In an unusual move, Judge Pringle decided to adjourn sentencing for six months.
This decision was intended to give Russell an opportunity to start and engage with the Horizon program, which is demanding but designed to reduce the likelihood of reoffending.
The judge emphasized that progress in completing the program, treating his mental health, and obeying the court’s orders could influence whether prison remains a necessary punishment.
As part of the conditions for this adjournment, Russell was required to cooperate with probation services, fully participate in the Horizon rehabilitation scheme once it begins, and make genuine efforts to address his mental health challenges.
The judge made it clear that if evidence shows significant progress and no new offenses or breaches, he might avoid immediate imprisonment.
Connor Russell, who lives on Fulwell Close in Banbury, was granted bail and scheduled to return to court on May 19 of the following year to review his progress and ongoing compliance with court orders.
