    In a series of devastating events spanning several years, the case of Christopher Atkins, a man linked to multiple locations including Bideford, Farnborough, and Nottingham, has shocked the nation with its brutality and the apparent failures of social services to prevent further harm.

    In September 2013, Atkins, then 32 years old and residing in Cotgrave, Nottinghamshire, was sentenced to over 17 years in prison after being found guilty of heinous sexual assault and child cruelty. The attack involved a 23-month-old girl, who suffered life-threatening injuries, including severe internal trauma, multiple bruises, bite marks, burns, and a fractured bone. Medical professionals at Nottingham’s Queen’s Medical Centre treated her, and she eventually made a full recovery. The court heard that Atkins had previously been suspected of abusing another child in Manchester, but no prosecution had followed due to insufficient evidence.

    Despite these prior suspicions, Atkins was able to carry out his assault because social services failed to conduct the necessary background checks. He had provided his real name and date of birth to authorities, yet the checks that could have flagged his past offenses were not performed. This oversight allowed him to continue his pattern of abuse unchecked. The victim’s father, who was present in court, expressed his outrage, stating, “Social services have not listened to a word I’ve said — I asked them to check on Atkins and they didn’t bother.”

    During the trial, Judge Michael Stokes QC described Atkins as a “predatory and sadistic paedophile,” emphasizing the cruelty inflicted upon the innocent child. The judge condemned the attack as “unspeakable cruelty and perversion,” and highlighted the vulnerability of the young victim. Atkins was sentenced to 16 years for sexual assault and an additional 18 months for child cruelty, with a lifetime requirement to register as a sex offender.

    In a separate but related case from July 2014, Atkins, then 31, was convicted of a similar pattern of abuse. This incident involved a toddler who was subjected to a sexual assault that left her with severe internal injuries, multiple bruises, and signs of physical abuse. The court learned that Atkins had lied about his background to social services, which failed to perform the background checks that could have prevented the attack. The child’s injuries were so grave that medical staff feared she might not have survived without immediate treatment.

    Sarah Sheppard, 25, Atkins’s former partner and now living in Farnborough, Hampshire, was also implicated in the case. She pleaded guilty to child cruelty by neglect and received a suspended 12-month prison sentence. Her timeline of involvement reveals a troubling pattern: she met Atkins online in April 2011 through her Xbox, moved to Nottingham with her child in June 2011, and failed to ensure proper checks were carried out despite raising concerns about Atkins’s presence and behavior. Social workers visited her home multiple times, but crucial checks on Atkins were never completed, partly due to staff shortages and her own sick leave.

    The case uncovered systemic failures within Nottinghamshire’s child protection services. An independent review identified “considerable shortcomings,” including inadequate background checks and delayed responses to warning signs. The social worker assigned to the case, Sharon Smith, had concerns about Atkins but did not record them before going on sick leave, which contributed to the tragic outcome. The review also revealed that Atkins had been investigated previously in Manchester for injuries to another child, an 18-month-old boy, but authorities could not establish responsibility.

    Public outrage grew as details emerged of how social services failed to act on clear warning signs. The victim’s father expressed his frustration, stating, “I feel totally let down by the system. I asked social services and police to do the checks on this maniac, and their failure resulted in my daughter being battered and sexually abused before she was even two years old.”

    In response, Nottinghamshire County Council’s director for children’s social care, Steve Edwards, acknowledged the shortcomings and assured that measures had been taken to address them. He emphasized that the council had acted to improve procedures, though critics note that systemic issues persist, including staffing shortages and inadequate safeguarding protocols. The case has also prompted calls for reform across local authorities, as experts warn that budget cuts and increased workloads are leaving vulnerable children at greater risk.
