    ARSHAD KHALIQ FROM SLUGH FOUND GUILTY OVER CRUELTY TO DOG IN UNFIT CONDITIONS

    In a serious case of animal neglect, Arshad Khaliq, a resident of Slough, was convicted in 2022 for failing to provide proper care for a dog kept in deplorable conditions. Khaliq, born in January 1972 and residing at 23 Martin Road, Slough SL1 2NA, was found to have kept a dog in an environment that was clearly unsuitable for its well-being.

    Details of the case emerged after concerns were raised regarding the welfare of a Mastiff-type dog. On May 22, 2019, authorities conducted a property search on Upton Court Road, prompted by these concerns. The investigation was carried out by enforcement officers from Slough Borough Council, in collaboration with Thames Valley Police. During the search, the officers discovered that the conditions in which the dog was being kept were in direct violation of Section 9 of the Animal Welfare Act 2006, which imposes a duty of care on owners to ensure the welfare of their animals.

    The dog, a male named Skrappa, was found in a state that clearly indicated neglect and poor living conditions. Recognizing the severity of the situation, the council took immediate action to remove Skrappa from Khaliq’s care. The authorities sought and obtained a court order for permanent possession of the dog through Reading Magistrates’ Court. The court granted this request on June 28, 2019, ensuring that Skrappa would be placed in a safe and loving environment where his needs could be properly met.

    Following the conviction, Khaliq was sentenced to 250 hours of unpaid community work and ordered to undergo 10 days of rehabilitation. The council also secured full costs associated with the case. Additionally, Khaliq was banned from keeping, owning, or dealing in any animals indefinitely. This ban is non-appealable for a period of ten years, reflecting the seriousness of the offense and the importance of animal welfare laws.

    This case highlights the ongoing efforts by local authorities to enforce animal welfare standards and protect vulnerable animals from neglect and cruelty. Skrappa now resides in a caring home, where he receives the attention and care he was previously denied, thanks to the diligent work of the enforcement agencies involved.
