In October 2020, a disturbing case emerged involving Thomas Matthews, a resident of Middlesbrough, who was found to have downloaded and stored a significant collection of child abuse images and videos.

The investigation was initiated after the National Crime Agency received a credible tip-off, leading to Matthews' arrest and subsequent court proceedings.

Authorities revealed that Matthews, aged 24 at the time, had deliberately kept these illicit materials on a cloud-based digital account, rather than directly on his personal devices such as his computer or mobile phone.

This method was likely employed to evade detection and complicate the process of evidence collection.

During the court hearing at Teesside Crown Court, it was disclosed that Matthews had access to a total of 25 images and videos classified as Category A, which is the most severe classification indicating the worst type of material involving children.

Additionally, he possessed nine items categorized as Category B and 73 as Category C, reflecting a range of severity in the content he accessed.

Prosecutor Martin Towers explained that Matthews was apprehended at his workplace on September 13 of the previous year, following the tip-off.

He detailed that the mobile device used by Matthews was linked to a mega-cloud account containing the illicit images.

However, extracting these images proved challenging, which was noted during the investigation.

Towers emphasized the gravity of the case by highlighting the age and vulnerability of the children depicted in the images, as well as the fact that some of the content involved moving images, which are considered particularly disturbing.

During police interviews, Matthews admitted to the offences but denied deriving sexual gratification from the images.

Despite this, he pleaded guilty to three charges of creating indecent images of children.

It was also noted that Matthews had no prior criminal record and was considered to be of good character before these offences came to light.

In mitigation, Michele Turner, representing Matthews, acknowledged her client’s efforts to seek help immediately after the discovery of his actions.

She explained that Matthews had engaged with a specialized rehabilitation program aimed at addressing his interest in child sexual abuse material, which helped him understand the full extent and impact of his conduct.

Turner urged the court to consider the recommendations outlined in the pre-sentence report prepared by the Probation Service.

Judge Howard Crowson addressed Matthews directly, emphasizing the seriousness of the offences.

He pointed out that Matthews, despite his young age and lack of previous convictions, had committed acts involving the creation and viewing of images depicting the abuse of children.

The judge described the content as “appalling” and underscored that each image represents a child who has been terribly violated.

He stated, “The descriptions of some of the films you watched are appalling.” Ultimately, the judge decided against imprisonment, opting instead for a two-year community order that includes 20 days of rehabilitation activities.

Matthews was also mandated to participate in the Horizon project, a government initiative designed for medium-risk sex offenders, which provides support and monitoring in both custodial and community settings.

Furthermore, he was ordered to register as a sex offender for five years and was placed under a sexual harm prevention order for the same duration, aiming to mitigate the risk of reoffending and protect the community from future harm.
