Thomas Heard, a man with a troubling history of sexual offenses involving children, has faced significant legal consequences after a series of disturbing incidents in the Cornwall area, including Newquay and St Columb Major. His latest conviction stems from his repeated breaches of court orders and possession of indecent images, culminating in a prison sentence that underscores the severity of his actions.

Heard's criminal activities date back to at least 2014, when he was just 22 years old. At that time, he was caught spying on children at Hendra Holiday Park in Newquay, where he was observed peering over and under cubicles as children changed, while engaging in self-pleasure. The court described his behavior as 'disgusting,' and he was subsequently handed a community order, along with 140 hours of unpaid work, a five-year registration on the sex offenders' register, and supervision by probation services. The incident left the children terrified, and one parent involved in an altercation with Heard physically assaulted him.

Despite this early conviction, Heard's pattern of offending persisted. In 2018, he was found in possession of child sexual abuse images, including some classified as Category A, the most severe category. He was given a suspended prison sentence at Truro Crown Court but continued to pose a risk. His previous leniency was challenged when, in August 2020, he was caught using Snapchat, a social media platform often exploited for illicit activities involving minors.

On August 25, 2023, Heard appeared via video link from HMP Exeter at Truro Crown Court, where he admitted to breaching a sexual harm prevention order and violating the terms of his suspended sentence. Prosecutor Ramsay Quaife detailed how police encountered Heard at Paddington Station in London on March 16, during a brief holiday. When questioned about Snapchat, Heard initially denied having the app, but subsequent checks of his Facebook messages revealed he had used it previously. Later, on July 8, police visited his residence in St Columb Major, where they found his phone and confirmed Snapchat activity. Heard claimed he had disposed of his old phone, but it was recovered from beneath his bed.

Judge Simon Carr emphasized the deliberate nature of Heard's breaches, noting that his actions were attempts to circumvent the restrictions imposed by the court. The judge pointed out that Snapchat's messaging system deletes messages shortly after they are viewed, making it difficult to monitor. Given the gravity of his violations, Heard was sentenced to a total of two years and four months in prison, reflecting the seriousness of his repeated offenses and breaches of court orders.

His criminal record also includes a 2014 case where he was caught spying on children at Hendra Holiday Park. During that incident, he was observed watching children in a swimming pool cubicle and engaging in inappropriate behavior. The court heard how he had previously been cautioned for a similar offense in 2010. Despite the disturbing nature of his actions, he was again spared immediate imprisonment, receiving a 12-month suspended sentence and ordered to complete rehabilitation activities.
