In March 2019, Stewart Ogorman, a man from Brighton, faced serious legal consequences following a series of disturbing incidents involving voyeuristic behavior and public indecency.

Magistrate John Paxman described the crimes as sufficiently grave to warrant a community order, emphasizing the need to protect the public from further offenses.

As part of his sentence, Ogorman was explicitly prohibited from entering all women’s toilets across Brighton and Hove, as well as the Royal Pavilion estate, which includes prominent venues such as the Brighton Dome, the museum, the Corn Exchange, and the Studio Theatre.

This ban is set to remain in effect for two years, reflecting the court’s concern over his repeated misconduct.

Furthermore, Ogorman is now subject to a notification order, requiring him to regularly inform police authorities of his whereabouts and personal details for the next five years.

This measure is designed to monitor his movements and prevent further incidents of voyeurism or public indecency.

In addition to these restrictions, Ogorman was mandated to complete 15 sessions of a sex offenders’ rehabilitation program, aimed at addressing the underlying issues contributing to his behavior.

He was also ordered to undertake 150 hours of unpaid community service, demonstrating the court’s effort to balance punishment with rehabilitation.

Financial penalties were also imposed, with Ogorman required to pay £85 in court costs and an additional £85 victim surcharge, acknowledging the harm caused to his victims and the costs incurred by the justice system.

These legal actions follow a series of troubling incidents reported earlier in the year.

In September 2018, CCTV footage captured Ogorman lying on the floor of the Brighton Museum and Art Gallery toilets, attempting to spy on a female visitor who was using the facilities.

The victim was in the company of friends at the time, and her awareness of his presence led to his identification.

Subsequently, in November 2018, further CCTV evidence revealed Ogorman unzipping his trousers and exposing himself to a mother and her daughter in the same Royal Pavilion estate.

Although the daughter did not witness the exposure directly, the footage confirmed Ogorman’s inappropriate behavior.

During police interviews, Ogorman admitted that he was aware his actions were wrong but justified his continued behavior by claiming that he had not faced any consequences so far.

His acknowledgment of guilt was made clear when he pleaded guilty to charges of exposure and observing a person engaged in a private act.

At the court hearing, Suzanne Soros, prosecuting, detailed the incidents, emphasizing the distress caused to the victims.

She explained that the first incident occurred on September 1, 2018, when a woman and her friend were in the museum toilets and became aware of Ogorman’s head peering from a gap in the floor.

CCTV footage confirmed his departure from the scene shortly after.

In the November incident, CCTV showed Ogorman following a mother and her daughter into the toilets, where he exposed himself by unzipping his trousers.

The daughter did not see the exposure directly, but the footage provided clear evidence of his misconduct.

Magistrate John Stambridge noted that Ogorman had no prior convictions, which would influence the severity of his sentence.

He indicated that a pre-sentence report would be necessary to explore all possible options for punishment and rehabilitation.

Ogorman, who resides on Norfolk Square in Brighton, was present at the hearing, dressed in a dark jacket and jeans.

He confirmed his identity and address, and expressed understanding of the court’s restrictions.

His sentencing was scheduled for Thursday, March 7, 2019, where further penalties and conditions would be finalized.
