A man from West Cumbria, Steven Hannay, faced serious legal consequences after being found guilty of secretly downloading a significant number of illegal child abuse images.

Although his actions clearly warranted a prison sentence, the decision was made to impose an alternative punishment that focuses on rehabilitation.

Hannay, 30 years old and currently residing in Workington, was previously living in Cockermouth at the time of the offense.

The case against him emerged after police executed a search of his former residence in Cockermouth, prompted by intelligence reports indicating illicit activity.

During the police visit, investigators uncovered more than 300 illegal images stored on devices owned by Hannay, including 73 that fell under Category A — the most severe classification — along with 46 Category B images and 216 Category C images.

In addition, two more Category C images were identified, bringing the total to over 300 illicit images.

The police findings compelled the court to take the matter seriously.

Prosecutors and law enforcement officials pointed out the disturbing nature of the images and Hannay’s deliberate possession of such material.

The severity of these offenses drew the attention of the court, with Judge Andrew Jefferies emphasizing that such crimes ‘screamed out’ for a custodial sentence, given their heinous and harmful nature.

However, during off-the-record interviews conducted by probation officers, Hannay exhibited remarkable honesty about his sexual interests.

He was described as being ‘brutally frank’ during his interviews, openly acknowledging his behavior and interests related to the harmful images he had downloaded.

Judge Jefferies noted that this level of frankness suggested a potential for rehabilitation, and that Hannay might be capable of managing his illicit interests if given the appropriate support and treatment.

In light of this, the judge chose a sentence that balanced punishment with the possibility of control and reform.

Instead of immediate imprisonment, Hannay was sentenced to a three-year community order.

This order would include mandatory participation in intensive rehabilitation programs designed specifically to address his paedophilic inclinations and prevent reoffending, ultimately aiming to better protect the public.

Addressing Hannay directly, whose address was given as Devonshire Street, Workington, Judge Jefferies outlined that his interests in such material made imprisonment unavoidable.

Yet, he expressed a belief that the focus should be on treatment rather than solely punishment.

The judge stated, “Without doubt, your interest in this material means you should be in prison.

That’s a given.

But my duty is not just punishment for offending; it’s protection of the public going forward.” He further explained that Hannay’s openness during the pre-sentence report interview, while seemingly worsening his situation in some views, was actually a 'positive' sign indicating the defendant’s willingness to acknowledge his issues and potentially engage with professional help.

The focus on rehabilitation was emphasized as a serious and impactful alternative to incarceration.

The community order included 15 days of rehabilitation activities and participation in an accredited program aimed at addressing Hannay’s interests in children, alongside a 120-day tagged alcohol monitoring requirement.

Moreover, Hannay was ordered to register as a sex offender for the next five years, and a judicial order controlling his internet use — a Sexual Harm Prevention Order — would be enforceable for the same period.

This order aims to restrict his access to online content that could facilitate reoffending.

Judge Jefferies concluded the sentencing by reaffirming the fundamental principle that individuals who commit such crimes have two choices: either accept the available professional help to prevent future offences or face the likelihood of imprisonment.

The decision to opt for the community order reflects a belief that with appropriate intervention, Hannay can be controlled, and the risk to the public minimized.
