A man with a troubling history of sexual offenses involving children has once again found himself before the courts after being caught accessing indecent images of children online for the second time.

Ryan Hall, a resident of Hill Close in Penycae near Wrexham, was handed a custodial sentence following the revelation that he had reverted to engaging with such illicit material despite previous convictions and interventions.

The case was heard at Mold Crown Court, where prosecutor Alexandra Carrier detailed the circumstances leading to Hall’s recent arrest.

In March 2021, police investigations linked an online account that had uploaded an indecent image to the internet directly to Hall.

This link prompted authorities to arrest him and carry out a comprehensive search at his home in Wrexham.

During the search, officers uncovered a substantial amount of digital evidence, including two internal hard drives, an external hard drive, an iPhone, and a desktop computer tower.

Within the files stored on the desktop tower—a device Hall himself confirmed to have built—officers discovered over a dozen indecent images of children.

In total, there were 233 files on the hard drives that indicated Hall harbored a sexual interest in minors.

The court noted that although these images were identified, they were not charged separately.

The defendant’s response during police interviews was notably uncooperative; Hall admitted that the desktop was his and confirmed ownership but declined to comment when questioned about the images found there.

Hall’s criminal record includes a previous conviction from 2019 for making indecent photographs of children.

The court was also informed that he had previously armed himself with a knife and lunged at a detective who confronted him on a bus.

His earlier sentence was 27 weeks at a young offenders' institution, a period during which he would have still been under supervision when he accessed these images again.

During the hearing, Hall’s defense lawyer, Henry Hills, explained that his client was undergoing significant mental health difficulties at the time the offenses were committed, compounded by substance abuse involving alcohol and cocaine.

Hills added that Hall had recently taken steps toward turning his life around, including starting a new job as a chef in January of that year.

However, the presiding judge, Rhys Rowlands, expressed deep concerns about Hall’s prospects for rehabilitation.

The judge emphasized that this was the second time Hall had engaged with such material, and this fact weighed heavily against his chances for reform.

He stated, “The reality of the situation is that this is a sex offender who, despite having the assistance of the probation service, has reverted to his old ways.” Referring to the possibility of avoiding custody, the judge remarked that usually courts consider this in first-time offenders when there is genuine hope for rehabilitation.

But in Hall’s case, the repeated nature of the offense made this highly unlikely.

The judge was skeptical about Hall’s apparent desire to change, suggesting that granting him another chance would be “asking an awful lot,” especially considering the disturbing nature of the material and Hall’s familiarity with it.

In imposing the sentence, Judge Rowlands sentenced Hall to 30 weeks in prison.

While noting that the number of images recovered was relatively modest compared to typical cases, he underscored the seriousness of the charge, particularly given the recurrence and the evidence of prolonged offending.

The judge also issued a sexual harm prevention order preventing Hall from certain activities for the next ten years, alongside an order for all police-seized items to be destroyed.

This case underscores the ongoing challenge authorities face in addressing repeat offenses by individuals with a history of child sexual exploitation, and the importance of stringent measures to prevent further harm.
