A deeply disturbing case involving a sexual predator whose behavior deteriorated over more than a decade has culminated in his imprisonment.

Rizwan Hussain, aged 44, has been sentenced to a lengthy term of imprisonment, consisting of eight years behind bars, followed by an extended period of supervision lasting four additional years.

This sentencing comes after Hussain was found guilty of a series of heinous sexual offences.

The proceedings at Bradford Crown Court revealed that Hussain, who resides in Daisy Fields, Bradford, had a troubling history of misconduct dating back several years.

In 2014, he was subjected to a supervision order after being caught exposing himself to children within a changing room at the Richard Dunn sports centre.

At that time, he was also placed under a five-year sex offender registration order, a legal requirement that mandated his registration with authorities to monitor his activities.

However, when this registration order was due to expire in 2019, law enforcement authorities took further action.

Using their civil powers, the police successfully obtained a new sexual harm prevention order from the magistrates, citing various allegations and concerns that had been raised against Hussain over the years.

These measures underscored the ongoing fears about his potential threat to the community.

Judge Jonathan Rose highlighted a troubling pattern of behavior that spanned several years.

He noted that in 2013, there were reports of Hussain masturbating near a primary school, raising immediate concerns about his conduct around children.

Further incidents were reported in 2016, when Hussain was observed speaking to a group of children aged between 10 and 16.

In 2017, Hussain admitted to having sexual relations with a 15-year-old girl, claiming he believed she was 16 at the time.

Two years later, in 2019, he was accused of abducting a 13-year-old girl, although no conviction resulted from these allegations.

Judge Rose acknowledged that these incidents, while not leading to formal convictions, were serious and indicative of a pattern of concerning behavior.

He expressed that the reasons behind the lack of convictions were not clear but emphasized that the allegations themselves raised significant alarm.

These prior concerns formed part of the context for the offences Hussain committed in February of this year.

The case took a more disturbing turn during the trial held in July, where Hussain, a married man and father of four, was found guilty by a jury of engaging in sexual activity with a teenage boy.

The court heard that the victim was vulnerable due to his age and intoxication at the time.

Evidence presented showed that Hussain had given the boy £10 and persuaded him to perform a sexual act.

During the incident, a teenage girl witnessed what was happening, and Hussain then invited her to join in the act.

It was confirmed that Hussain did not know either of the children involved.

Following the verdict, Hussain was sentenced for multiple offences, including engaging in sexual activity with a child, inciting a child to engage in sexual activity, and breaching his sexual harm prevention order.

The judge was unequivocal in his assessment, stating, “I simply do not accept that you have or have shown any element of remorse whatsoever.” The judge described Hussain as an “opportunistic sexual predator,” emphasizing that his escalating pattern of offending demonstrated the significant danger he posed to others.

The court’s decision reflected the need to protect the community from further harm.

As part of the sentencing, a lifelong sexual harm prevention order was imposed, ensuring that Hussain would remain under strict legal restrictions for the rest of his life.

Additionally, he is required to register as a sex offender with the police, a measure designed to facilitate ongoing monitoring and safeguard the public from potential future offences.
