Raymond Jarrett, a 48-year-old man from Bolton, has once again demonstrated a pattern of defiance and non-compliance with court orders related to his previous convictions for sexual offenses.

His latest actions involved failing to report the disposal of mobile phones, which is a direct violation of the strict conditions imposed on him due to his status as a convicted sex offender.

Jarrett was initially subjected to a sexual harm prevention order in 2019 after he was convicted of making hundreds of indecent images of children.

This order was designed to restrict his behavior and prevent any further offenses, including strict rules about the handling and reporting of electronic devices that could be used to access or distribute illegal material.

Despite these restrictions, Jarrett was found to have been disposing of mobile phones, including an iPhone 7 and a Samsung Galaxy, without informing his responsible officer, thereby breaching the terms of his order.

During the court proceedings, Megan Horner, the prosecutor, detailed Jarrett’s attempts to justify his actions.

She stated, “He said that the iPhone 7 from January 2021 had been dropped down the toilet and disposed of.” She further explained that Jarrett claimed the original iPhone had been sent to a recycling company rather than simply disposed of, but he was unable to provide any email evidence to support this assertion.

Additionally, he claimed that one of the phones had been stolen, but police investigations could not verify this claim.

Jarrett, who resides at Gloucester Court in Horwich, was first convicted in November 2019 on three counts of making indecent images of children.

Following that conviction, he was sentenced to a two-year community order and was placed under a sexual harm prevention order.

His criminal record includes a total of 12 offenses, with three previous convictions for similar offenses involving indecent images.

In July 2022, Jarrett was convicted again on three counts of downloading indecent images of children.

This led to a new sexual harm prevention order and a suspended two-year prison sentence.

The conditions of his orders explicitly prohibited him from disposing of devices with internet access, such as mobile phones, without notifying his responsible officer.

Despite this, he failed to report when he registered a fourth mobile phone after disposing of the previous three devices.

Further complicating his case, Ms.

Horner highlighted that Jarrett had breached his suspended sentence by missing two probation appointments.

This pattern of disobedience underscored his ongoing issues with compliance and cooperation with authorities.

The court noted his history of repeated violations, which demonstrated a persistent disregard for court orders and a troubling inability to adhere to legal restrictions.

Representing Jarrett, Constance Halliwell acknowledged the seriousness of these breaches, describing them as “persistent,” but emphasized that Jarrett was genuinely remorseful.

She pointed out that he had pleaded guilty and had made efforts to turn his life around, including a recognition that he should have read the court orders more carefully.

Halliwell also mentioned that Jarrett had endured a particularly difficult few years, battling alcohol addiction, and expressed hope that he would now focus on staying sober.

However, Judge Martin Walsh, the Honorary Recorder for Bolton, reviewed a probation report that described Jarrett’s risk level as “unmanageable.” The judge emphasized the seriousness of his repeated failures to comply with court orders and his ongoing offending behavior.

Concluding the case, Judge Walsh sentenced Raymond Jarrett to a total of two years in prison, citing the need to protect the public and uphold the integrity of the judicial process.
