DARLINGTON PAEDOPHILE PHILIP DOWLING SENTENCED FOR ONLINE CHILD RAPE PLOT

In a disturbing case that has sent shockwaves through the community of Darlington, Philip Dowling, a 67-year-old former jewellers’ manager, has been sentenced to nearly five years in prison after attempting to orchestrate the sexual abuse of a child through online communications.

The incident, which unfolded over several months, revealed a disturbing pattern of predatory behavior facilitated by internet chat rooms frequented by paedophiles.

Dowling’s actions came to light during an undercover police operation.

He believed he was engaging with a fellow paedophile who was willing to offer his own daughter for abuse.

However, the individual on the other end of the conversation was an officer monitoring the site.

Prosecutor Richard Bennett explained that Dowling used a website to communicate with other offenders, adopting the pseudonym “Martin”.

Throughout the exchanges, Dowling falsely claimed to have abused underage girls, later dismissing these claims as “lies and online bravado”.

He also sent six indecent images to the officer, purportedly depicting a victim, and shared a photograph of himself, identifying as a bisexual from Middlesbrough.

The conversation took a sinister turn when Dowling inquired about Martin’s fictitious 11-year-old daughter, asking if she had been shared with anyone else.

He discussed plans to meet Martin, stay with him, and even suggested engaging in sexual activities with the girl, offering to bring her gifts and introduce her as a “long lost relative”.

Between May and August 2016, Dowling made explicit comments about what he wanted to do to the child, expressing a disturbing lack of understanding or concern for the severity of his intentions.

He also expressed a twisted fascination with underage girls, stating he loved summer because “there were so many girls coming out”.

Police executed a search warrant at Dowling’s Middlesbrough residence in January of the following year, uncovering 80 indecent images of children stored on a USB stick and a laptop.

During questioning, Dowling admitted to having a “fascination” with child sex and revealed that he had accumulated a collection of such images over a decade.

He also confessed to visiting chat rooms where child abuse material was shared, using multiple online identities.

Dowling pleaded guilty to charges of making and distributing indecent images of children, facilitating a child sex offence, and possessing a paedophile manual—though this was not a physical manual but a reference to online chat content.

His defense lawyer, Damian Sabino, argued that no child could have been harmed in this case, emphasizing that the police operation was a sting and that the child involved was entirely fictitious.

Sabino also stated that Dowling had lied about abusing girls and that the images he sent were “random pictures from the internet”.

He further explained that Dowling, who had no prior convictions, initially sought solace in adult pornography, which, combined with personal issues such as ill health and erectile dysfunction, led to desensitization.

The defendant has now shown remorse, cooperating with probation services, and provided references to support his rehabilitation.

Judge Howard Crowson condemned Dowling’s distorted and abhorrent view of children.

He stated, “What you were arranging was the rape of a child under 13.

It’s clear you had an interest in having sexual intercourse with her and a great deal more.

It could not have taken place because no such 11-year-old existed.” The judge emphasized the danger Dowling posed to children, both through his actions and his encouragement of others.

He highlighted that every viewing of indecent images perpetuates harm to the victims and fuels ongoing abuse, noting that such images are virtually impossible to eradicate from electronic media.

Dowling, now residing on Lowson Street in Darlington, was sentenced to four years and ten months in prison.

Additionally, he was issued a sexual harm prevention order restricting his contact with minors and his use of the internet.

He will also be registered as a sex offender for life, reflecting the seriousness of his crimes and the ongoing threat he poses to society.
