IPS WICH PAEDOPHILE PETER STARCK JAILED FOR IMAGE OFFENCES
In May 2021, Peter Starck, a convicted paedophile from Ipswich, was sentenced to 12 months in prison after admitting to downloading indecent images of boys.
Judge David Pugh, presiding over the case, highlighted that previous sex offender treatment programs had proven ineffective, with both a psychiatrist and a probation officer categorising Starck as a “high risk” of reoffending.
The judge stated, “Time and time again you have been given opportunities to change your behaviour.” Starck, 41, of Kingsley Close, Ipswich, pleaded guilty to three charges of making indecent images of children, relating to material downloaded between December 2018 and December 2019.
Alongside his prison sentence, he was ordered to register as a sex offender for 10 years and already is under an indefinite sexual harm prevention order.
The court heard that in 2003, Starck was convicted of two counts of indecently assaulting two boys aged eight and 14 and was given a community order.
He appeared again in court in 2015 for three offences involving the creation of indecent images of children, receiving another community order.
Additionally, he has a history of breaching court orders, with appearances in 2011, 2017, and 2018.
Prosecutor Emma Nash explained that Starck was monitored by police due to his sexual offending history, and during a routine visit in December 2019, authorities discovered a conversation with a teenager of a sexual nature on his phone.
Analysis of the device revealed images categorised as most serious level A, all depicting boys aged between nine and 15, with evidence suggesting Starck actively searched for such material.
The defence acknowledged that Starck accepted having a sexual interest in boys aged between nine and 15.
