PAUL DIPPER SENTENCED TO 12 YEARS IN TELFORD FOR SERIOUS SEX OFFENCES
In a significant case that has shocked the community of Telford, Paul Dipper, aged 54, has been handed down a lengthy prison sentence of 12 years after being convicted of multiple serious sexual offences.The crimes, which spanned over a four-year period, involved acts that inflicted profound emotional pain and lasting trauma on a young victim, leaving a deep scar on the victim’s life.
Paul Dipper, who resides on Main Road in the Ketley area of Telford, was found guilty of three separate charges of indecency with a child.
These offences are alleged to have taken place between June 21, 1999, and April 1, 2003, a period during which the accused engaged in inappropriate and criminal conduct towards a minor.
In addition to these charges, Dipper was also convicted of indecently assaulting a child within the same timeframe, specifically between June 21, 2002, and April 1, 2003.
Despite the substantial 12-year sentence handed down at Shrewsbury Crown Court, legal guidelines indicate that Dipper will serve a minimum of six years behind bars before being eligible for parole.
Furthermore, he will be required to register as a sex offender for the rest of his life, a measure that underscores the severity of his crimes and the ongoing risk he poses to the community.
During the sentencing, Judge Peter Barrie did not hold back in condemning Dipper’s actions.
He described the offences as “some of the most serious sexual offences,” emphasizing that such conduct warrants a significant custodial sentence.
The judge highlighted the devastating impact on the victim, noting that the crimes caused “profound hurt and distress,” along with psychological harm that could have long-lasting effects.
Judge Barrie also pointed out that Dipper is expected to serve half of his sentence in prison, with the possibility of release on licence for the remainder, subject to good behavior and other legal conditions.
The sentencing process was notably delayed by three years, a postponement attributed to Dipper’s ongoing health issues, including heart problems and depression, which complicated the legal proceedings.
