MILES CHAPMAN RUNCORN CHILD ABUSE IMAGES SCANDAL: COURT SPARES JAIL DESPITE VILE OFFENSES
In April 2023, a disturbing case involving Miles Chapman, a resident of Runcorn, came to light when he was found in possession of highly disturbing child abuse images.Despite the severity of the material discovered on his device, Chapman was spared immediate imprisonment after demonstrating what the court described as genuine motivation to address his problematic behavior.
Chapman, aged 29 and residing at Castle View House, East Lane, Runcorn, appeared before Chester Crown Court on Wednesday, April 12.
The proceedings revealed that a police officer from the sex offender management team conducted a compliance visit to his residence on December 17, 2021.
During this visit, the officer examined Chapman's phone and uncovered a collection of images that raised serious concerns.
The images included Category A abuse material, which is classified as the most severe and disturbing type of child exploitation imagery.
These images depicted young girls, some as young as eight to ten years old, and others around ten to twelve, being subjected to abuse.
Furthermore, the collection of images on Chapman’s device violated a Sexual Harm Prevention Order (SHPO) that had been previously imposed on him by a crown court in Manchester several years earlier.
This order explicitly prohibited him from possessing any images of children under the age of 16, whether they were indecent or not.
The discovery of these images was particularly troubling given the history of his previous convictions and the breach of the court order.
When questioned by Cheshire Police officers on August 25, Chapman chose to remain silent, offering “no comment” responses during the interview.
Subsequently, he pleaded guilty at North Cheshire Magistrates’ Court in Warrington on March 14 to multiple charges, including possession of indecent images, three counts of making indecent images, breaching the Sexual Harm Prevention Order, and possessing prohibited computer-generated imagery (CGI).
Prosecutor Brett Williamson highlighted that Chapman’s criminal record reveals a long-standing pattern of sexual interest in children, dating back to 2011.
His previous convictions include making and possessing indecent images, failing to comply with community orders and notification requirements, breaching a SHPO, and unlawfully detaining a child.
Notably, he was previously sentenced to a two-year community order for some of these offenses.
In February 2022, Chapman received a 16-month prison sentence, along with a 10-year SHPO, for similar offenses involving indecent images.
Despite the gravity of his actions, Judge Simon Berkson opted for a more lenient sentence, imposing a 12-month prison term suspended for two years.
The judge emphasized that Chapman’s decision to engage with rehabilitation courses was a positive sign and that this was the first time he had shown such motivation.
As part of his sentence, Chapman is required to complete the Horizon programme, undertake a 35-day rehabilitation activity, and register as a sex offender for the next decade.
Orders for the collection, surcharge, and deprivation of his phone were also issued.
Judge Berkson remarked that all of Chapman’s offending occurred prior to his 16-month sentence, which appears to have had a beneficial effect on him.
The case, although prosecuted in a crown court, was heard at Chester Magistrates’ Court, underscoring the seriousness of the matter and the ongoing efforts to manage and rehabilitate offenders involved in such heinous crimes.
