MARK PHILLIPS FROM CORNWALL RECEIVES FIVE-YEAR SEXUAL RISK ORDER IN BODMIN
In a significant legal action taken in Bodmin, Cornwall, a 22-year-old man named Mark Donald Phillips was subjected to a stringent five-year sexual risk of harm order. The court's decision was made on August 30, following an application by the Devon and Cornwall Constabulary, which sought to impose strict restrictions on Phillips due to concerns over his interactions with female children.
Mark Phillips, who does not have a fixed address, appeared before Bodmin magistrates to face the court's scrutiny.
The magistrates, after reviewing the case, issued the order to safeguard vulnerable minors and prevent any potential harm.
The order explicitly restricts Phillips from engaging in any form of contact or communication with female children under the age of 16, except in cases where such contact is incidental and unavoidable during lawful daily activities.
Furthermore, any interaction must be with the consent of the child's parent or guardian, who has been provided with a copy of the order, and must have the explicit approval of social services.
Additionally, the order prohibits Phillips from residing in the same household as any female child under 16 without prior approval from social services.
It also bans him from seeking or engaging in employment—whether paid or unpaid—that would involve regular contact with female children under 16 as part of his duties.
The restrictions extend to loitering within 100 metres of educational institutions, including nurseries, primary, and secondary schools, along with all associated land and property, to prevent any inappropriate proximity to minors in educational settings.
As part of the court's ruling, Phillips was ordered to pay costs amounting to £200 to the Devon and Cornwall Constabulary.
The order aims to provide ongoing protection for young girls in Cornwall and underscores the seriousness with which the legal system treats cases involving potential threats to minors' safety.
