MARC WATTS FROM LUTON ESCAPES JAIL AFTER EXPOSURE INCIDENT IN OLD WELWYN

In a case that has drawn significant attention, Marc Watts, a 42-year-old man from Luton, narrowly avoided imprisonment after being convicted of public indecency and possessing indecent images of minors. The incident took place in Old Welwyn, where Watts was caught engaging in inappropriate behavior in broad daylight.

According to court records, Watts was observed by police on the morning of November 5th, when a female officer spotted his green Vectra parked at the same location on Canonsfield Road. Witnesses and police reports indicated that Watts was completely naked except for a pair of white socks on his feet, which he had been seen exposing himself to a teenage girl walking along the street. The girl, aged 15, recounted that Watts had driven past her four times earlier that morning, and on the final pass, he blew her a kiss and was seen touching himself.

The police investigation revealed that Watts had a history of such behavior. When questioned, Watts, who resides on Marsom Grove in Luton, admitted that he would often undress after finishing his night shift at a warehouse in Biggleswade and would take a longer route home to indulge in these acts. He confessed that he could not control his impulses.

Further examination of Watts' personal devices uncovered a disturbing collection of images. A search of his laptop revealed 68 indecent images of teenage girls, most of which were classified at the lowest level of seriousness under the relevant legal standards.

During the court proceedings at St Albans Crown Court, Judge Stephen Warner addressed Watts directly, stating, “Clearly you gained some sexual gratification. You deliberately exposed yourself to her.” Despite the gravity of the offenses, the judge decided against sending Watts to prison, citing the belief that he would benefit more from treatment. Instead, Watts was sentenced to a period of supervision lasting three years, with the condition that he attend the Thames Valley Sex Offenders’ Programme.

Additionally, the judge imposed a five-year ban on viewing pornography on the internet, ordered Watts to register as a sex offender for five years, and required him to pay costs amounting to £500. The court's decision reflects a focus on rehabilitation, aiming to address Watts’ behavior through structured intervention rather than incarceration.
