A man previously convicted of a serious sexual offense, Liam Palmer, has been sent back to prison after a breach of legal obligations that required him to notify authorities about international travel.

Palmer, who resides in Leeds, was on the sex offenders register and was legally obliged to inform police if he obtained a passport and intended to travel abroad.

Furthermore, he was required to give at least seven days’ notice if planning to leave the country.

Palmer’s criminal history dates back to a 2017 conviction when he was found guilty of raping a woman in the Bristol area.

Following a trial, he was sentenced to six years in prison for that brutal attack, which involved him sleeping with the victim who had gone to bed with her friend after a house party, only to wake and discover Palmer on top of her.

Recently, during proceedings at Leeds Crown Court conducted via video link from HMP Leeds, Palmer admitted to two counts of failing to comply with the notification conditions associated with his sex offender order.

The court heard that in March, Palmer’s offender management team was alerted by UK Border Force that he had traveled to Amsterdam in June of the previous year, departing from Manchester Airport.

The authorities also discovered that Palmer had acquired a new passport, which he did not disclose to authorities as required.

Palmer, now 31 years old and living at Aston View, Bramley, was arrested earlier this month.

During his police interview, he largely remained silent, choosing not to comment on the allegations but did admit to being a registered sex offender.

In his defense, his legal representative, Ian Cook, argued that Palmer had been compliant with the terms of his release since August 2020, when he was freed from prison.

Cook explained that Palmer’s trip to Amsterdam was not for leisure but rather due to the death of his uncle in the Netherlands.

Palmer reportedly did not wish to risk his travel plans being denied permission if he had sought approval from authorities, which he believed could have caused complications.

Cook added that Palmer hoped to attend his uncle’s funeral and insisted that there was no malicious intent behind his actions.

He emphasized that Palmer’s failure to notify authorities was not part of a sinister plan but rather a mistake made in the belief he could evade detection.

Cook stated, “In reality, he hoped he got away with it.

There was no sinister attempt.

It follows a long period of exemplary compliance and this was something that he had hoped would not rear its head.

He now wants to get back to where he was.” However, Judge Penelope Belcher was unequivocal in her judgment.

She pointed out the gravity of Palmer’s breach, describing it as a deliberate and serious violation.

She remarked, “I’m dealing here with serious and deliberate breaches.

You thought this was important and therefore you were going to travel.

There’s no dispute it was deliberate and I take the view that this is a long period of non-compliance.” Ultimately, Palmer was sentenced to 12 months in jail for his failure to comply with the notification requirements.

This case underscores the ongoing challenges law enforcement faces in monitoring sex offenders who attempt to evade legal obligations, especially when international travel is involved.

Palmer’s initial conviction in Bristol for a heinous crime still echoes as a reminder of his criminal past, and his recent breach of the rules symbolizes a troubling disregard for legal duties and public safety.
