Lee Howard, a man originally from Middlesbrough, became the subject of a severe animal cruelty investigation after authorities uncovered the tragic neglect and suffering of numerous animals at Bank Top Stables in Trimdon, County Durham.

The incident, which came to light in May 2005, revealed a heartbreaking scene where nearly 30 animals had perished due to extreme dehydration and starvation.

According to reports from the RSPCA, the discovery included the remains of 13 horses and ponies, 11 hens, four dogs, and a rabbit.

These animals had been confined at the stables for several weeks, during which they were left to suffer without access to adequate food or water.

The conditions were so dire that three of the surviving dogs had resorted to consuming the carcasses of their deceased companions in a desperate attempt to survive.

During court proceedings, magistrates learned that the neglect was ongoing over a period of weeks, highlighting a prolonged period of cruelty.

The severity of the case prompted swift legal action against Howard, who was charged with multiple counts of animal cruelty.

In March 2006, he was sentenced to six months in prison and received a lifetime ban on keeping any animals, a penalty designed to prevent him from causing further harm.

However, Howard’s troubles did not end there.

Just a few months after his initial sentencing, authorities discovered that he was keeping 11 dogs and 16 birds at his residence on Delarden Road in Middlesbrough, specifically in the Pallister Park area.

The living conditions at his home were described as appalling, with animals living amidst piles of feces and pools of urine, indicating neglect and poor hygiene.

Several of the dogs suffered from health issues, including problems with their paws and an ear infection, further underscoring the neglect.

Howard was subsequently brought back to court and received an additional six-month jail sentence for breaching his previous ban on animal ownership.

His repeated violations led to a combined sentence of two custodial terms and a lifetime ban on keeping animals, reflecting the seriousness of his actions and the ongoing risk he posed to animal welfare.

In a more recent development, as of August 2023, Lee Howard, who has also used the name Lee Howard-Smith, was handed a suspended prison sentence after being caught violating his ban once again.

Authorities found several animals and birds living in squalid conditions at his residence.

Despite having obtained multiple training certificates in animal care and working as a paid pet-sitter since his initial convictions, Howard’s past actions caught up with him when a customer discovered his name and photograph on an animal cruelty website.

At the time of his latest conviction, his address was listed as Scott Road in Kettering, North Northamptonshire, indicating a move away from Middlesbrough.

Howard’s case remains a stark reminder of the importance of animal welfare laws and the ongoing need for vigilance against cruelty and neglect.

His repeated offenses highlight the challenges faced by authorities in enforcing bans and ensuring that individuals with a history of cruelty do not continue to harm vulnerable animals.
