KIM RAMPLEY SENTENCED IN WARRINGTON AND CHESTER FOR REPEATED SEX OFFENDER OFFENCES

In September 2022, Kim Rampley, a known sex offender with a longstanding history of breaches, was sentenced to prison for failing to comply with sex offender registration and supervision requirements. Rampley, aged 69, has a record of multiple convictions and breaches, illustrating a pattern of misconduct.

He was previously handed a sexual offence prevention order in May 2006 at Manchester Crown Court after assaulting a woman. In October 2007, Rampley, then 54 and from Frank Street, Widnes, was jailed for two years after harassing five females, including two 13-year-olds, within an hour of his release from an eight-month sentence for sexually touching a girl under 15. Police observed his movements as he targeted women and girls right after his release, including attempting to engage teenagers in sexual conversations and making inappropriate gestures.

Most recently, on September 8, Rampley appeared before Chester Magistrates' Court charged with failing to sign on at Warrington Police Station and violating supervision orders following his latest release from custody. He admitted these offences and was sentenced to 26 weeks' imprisonment, along with a £154 surcharge to fund victim services. Magistrates emphasized that the severity of the breach and his pattern of previous violations left them with no choice but to impose immediate detention, citing his "flagrant disregard for court orders" and the substantial risk he poses to public safety.

Rampley's extensive history includes previous sentences for fare evasion, public intoxication at Warrington Bus Station—where he was banned from drinking—and correspondence from prison officials regarding his hobby of train spotting. During his incarceration, he even sent a letter criticizing the limited trainspotting opportunities at HMP Walton and provided a guide of prisons suitable for this hobby.

In April 2012, Rampley, then 58 and homeless, was sentenced to three years for targeting teenage girls on trains and buses in Sandbach. He had pleaded guilty to breaching a sexual offences prevention order for the sixth time within five years. The court heard how he approached girls aged 14 to 15, made inappropriate gestures, blew kisses, and even pulled down his trousers in public, all despite being subject to orders preventing him from approaching women at transport hubs. The judge, Judge Elgan Edwards, remarked, "Young girls have a right to use public transport. You know only too well that you have this order and that you are not allowed to approach these girls, yet within three or four months of being released, you are doing the same thing again."
