BLACKBURN MAN ORDERED TO STAY AWAY FROM CHILDREN AFTER GROOMING OFFENCES
A convicted child sex offender, Keith Halliwell, has been ordered to stay away from young boys after a court heard he had groomed them during his time running a Saturday morning wrestling club in Blackburn.
Halliwell, 55, had previously been convicted of three offences of indecent assault on boys aged 10 and 11 in October 1991, for which he received a six-month suspended prison sentence.
Court proceedings revealed that he regularly took club members swimming, engaged them in games involving physical contact, and invited some boys and their parents back to his house for fitness training, actions considered to be grooming behaviors.
The court found it highly probable that Halliwell massaged the boys, a behavior that was part of the grooming process, despite his claims to the contrary.
He was subsequently made the subject of a Sex Offender Order which prohibits him from allowing minors into his residence, engaging in activities likely to bring him into contact with children under 18, and requires police approval for any proposed change of residence.
The court also noted that Halliwell had targeted the boys through repeated physical contact and by telling rude jokes, which facilitated grooming.
Parents of the victims expressed relief after the order was issued, stating it would help prevent others from being hurt.
Halliwell refused to comment, only stating his intention to appeal.
