JONATHAN BAIGENT'S CRIMINAL REIGN IN IPSWICH AND NORWICH: SEX OFFENDER'S REPEATED OFFENSES AND ARRESTS

In a series of disturbing incidents spanning several years, Jonathan Baigent, a known sex offender from Ipswich, has repeatedly come under police scrutiny for his unlawful activities and breaches of court orders.

His latest arrest occurred in Norwich, where he was caught using a computer at Norwich Millennium Library to access his Facebook account, a clear violation of the restrictions placed upon him.

Baigent, aged 43 at the time, was supposed to use only designated computers that kept a record of his internet activity, ensuring compliance with his sexual harm prevention order.

However, an officer discovered him using a different computer that did not allow such monitoring.

Prosecutor Robert Warner explained that although Baigent accessed his Facebook profile, there was no evidence of direct communication with children, though he had sent some sexual messages.

Baigent admitted that he should have checked whether the computer he was using was permissible before logging on.

Baigent’s criminal history is extensive, with 15 convictions covering 33 separate offenses, primarily related to sexual misconduct.

His past convictions include charges of indecent exposure and making obscene phone calls.

His most recent conviction before the Norwich incident was in 2018, when he received a 12-month sentence for attempting to engage in sexual communication with a minor.

At the time of the Norwich breach, Baigent was residing in a hostel in Norwich, having recently been released from prison.

On January 15 of the previous year, Baigent was found to have breached his sexual harm prevention order.

He was sentenced to nine months in prison, suspended for two years, and was ordered to complete 150 hours of unpaid work.

During the hearing, Jonathan Goodman, representing Baigent, explained that Baigent had just been released from Norwich prison and was eager to return to his home in Ipswich.

However, due to malicious messages posted about him on Facebook, he was advised to stay in a Norwich hostel for his safety.

Goodman further stated that Baigent had gone to The Forum to use a computer without considering whether this action might breach his court order.

He emphasized that Baigent was accessing Facebook in an open-plan area and was not engaged in any unlawful activity, asserting that he had not borrowed someone else’s device.

Additionally, Goodman highlighted that Baigent had completed a course aimed at reducing his risk of re-offending and was actively working to change his past behaviors.

Judge Stephen Holt, presiding over the case, stressed the importance of preventing Baigent from re-offending.

He ordered that as part of the suspended sentence, Baigent should attend a one-on-one course that could assist in his rehabilitation.

The judge underscored the public interest in stopping repeat offenses, emphasizing the need for continued intervention to protect the community.

Baigent’s criminal record also includes a 2018 incident where he was caught by paedophile hunters after attempting to meet a 14-year-old girl he believed was a minor.

He had contacted her online, sent sexual messages, and arranged to meet her for sexual activity.

When he arrived at the designated meeting spot, he was confronted by online vigilante groups ‘Cobra,’ ‘J4K,’ and Storm, who questioned him about his online activity and previous convictions.

It was revealed that the girl he believed he was meeting was actually an adult decoy from ‘Decoy Central.’ Police were called, and Baigent was arrested.

He pleaded guilty to charges of sexual communication with a minor and breaching his sexual harm prevention order, resulting in a combined sentence of 20 months imprisonment—12 months for breaching the order and eight months for the sexual communication.

His criminal history further includes a 2009 incident where he was jailed for 18 months for exposing himself to a woman on a train traveling between London and Beccles.

The victim, a 22-year-old woman, was sitting alone when Baigent, then 32, sat opposite her and exposed himself.

She described feeling shocked and vulnerable.

Baigent claimed he was “fiddling with his shirt” and that she might have seen his boxer shorts.

At that time, he was under an anti-social behaviour order (ASBO) that prohibited him from using sexual language or gestures towards females.

He had previously breached this order in August 2008 and again in November 2008, when he was caught on a train.

In March of the same year, Baigent was involved in a disturbing incident in Chorley, where he indecently exposed himself to three young schoolgirls aged 11 and 12 while living rough nearby.

He was also found in possession of a kitchen knife, claiming it was for “protection,” though he insisted he would not use it to commit any offense.

The police arrested him on Clifford Street, Chorley, and he was charged with multiple offenses, including possession of a bladed weapon, breach of his ASBO, and making indecent phone calls.

Baigent pleaded guilty and was sentenced to two years in prison, with a requirement to register as a sex offender for the next decade.

Throughout his criminal career, Baigent’s actions have demonstrated a pattern of escalating misconduct, with authorities repeatedly intervening to prevent further harm.

His case remains a stark reminder of the ongoing challenges in managing and rehabilitating sex offenders, especially those with extensive histories of violations and breaches of court orders.
