In a significant legal development, Jane Ruddock, a woman with a troubling history of sexual offenses, has had the conditions of her lifetime sex offenders’ prevention order modified by the courts in Blackpool.

This decision came after Ruddock, who is a mother of four, was convicted of a sexual assault involving a 12-year-old boy, leading to her being subjected to a stringent order aimed at preventing her from reoffending.

The case was heard at Blackpool Magistrates Court, where District Judge Pamela Baldwin presided over the proceedings.

The application to amend the existing order was presented by Lancashire Police lawyer Chris Keogh, who explained to the court that there had been some confusion on Ruddock’s part regarding the specific restrictions imposed on her.

He emphasized that the proposed changes had the backing of social services, indicating a collaborative effort to ensure public safety while accommodating Ruddock’s understanding of her obligations.

Under the revised terms of her order, Ruddock is explicitly prohibited from having any contact with children under the age of 16 unless she has obtained prior approval from social services.

Even then, such contact can only occur with the explicit consent of the child's parent or guardian, who must be fully aware of her conviction.

Additionally, she is barred from engaging in any form of employment—paid or unpaid—that could bring her into contact with children.

She is also forbidden from inviting any child under 16 into her home, residence, caravan, or tent, and must not reside or sleep in any household where children are present.

These restrictions are part of ongoing efforts to monitor and control Ruddock’s interactions with minors, given her previous offenses and the potential risk she poses.

The court’s decision reflects a cautious approach aimed at safeguarding children from possible harm, especially considering her history.

However, Ruddock’s compliance with her legal obligations has been called into question.

As early as October 2012, she was found to have breached the terms of her sex offenders’ order.

At that time, she had secretly moved to Blackpool without informing the authorities, a move that directly contravened the conditions of her supervision.

She was also found living in a household with children, which was explicitly forbidden under her order, and she failed to attend her scheduled sex offenders review.

Ruddock, then aged 38 and residing on Clifford Road, admitted to three breaches when she appeared before Blackpool Magistrates Court.

The breaches included her failure to notify authorities of her new address, living in a household with children, and missing her review appointment.

Prosecutor Tracy Yates recounted that Ruddock had previously appeared at Preston Crown Court in 2005, where she received a three-year supervision order and a five-year Sexual Offenders Prevention Order (SOPO) following her child sex assault convictions.

Her SOPO was later extended to a life order in 2008 after she was caught working in a shop with a child.

Earlier this year, Ruddock was arrested in Blackpool, where she had been residing for three months.

Court records indicated that her residence included four children under the age of 16.

During police questioning, she claimed she mistakenly believed her order was only for ten years and attributed her breaches to being “zoned out” due to health issues.

Her defense lawyer, Peter Manning, clarified that Ruddock now fully understands the lifetime nature of her order and emphasized that her breaches did not result from any new offenses but from misunderstandings and health-related issues.

Magistrate Mrs.

Janet Oldroyd issued a stern warning to Ruddock, stating, “This is your last chance.

Children have got to be protected from harm.” The court ordered her to reside only at addresses approved by probation services for the next 12 months, and she will remain under supervision for a period of 18 months.

This measure aims to closely monitor her compliance and prevent any further breaches, reinforcing the court’s commitment to safeguarding the community from individuals with a history of sexual offenses.
