IAN BUTCHER SHOCKS IPSWICH WITH CHILD PORN AND VOYEURISM CRIMES
A man aged 55 from Ipswich has been sentenced to serve time in prison after being found guilty of multiple serious offences involving the illegal filming and photographing of both children and adults.Ian Butcher, whose residence is on Woodbridge Road East in Ipswich, appeared before Ipswich Crown Court on Monday, 12 February, where he received a sentence of 20 months behind bars.
In addition to his imprisonment, Butcher was placed under a strict Sexual Harm Prevention Order that will last for ten years.
This order imposes significant restrictions on his ability to use any computer or electronic device capable of accessing the internet.
He is also required to notify authorities before purchasing any such devices and must allow police immediate access to inspect any digital storage or devices upon request.
These measures aim to prevent any further abuse or illegal activity involving digital media.
Butcher had previously pleaded guilty during a court hearing on Friday, 6 October, to four separate charges.
These included one count of taking an indecent photograph of a child, which involved filming six videos, and one count of making an indecent photograph of a child, which related to possessing 16 indecent images.
He also faced two counts of voyeurism, both involving recording private acts of adults without their consent.
The offences spanned across eight different victims, with ages ranging from as young as 12 to as old as 32.
Among these victims, six were minors, and two were adults.
The crimes took place over a period of approximately 19 months, during which Butcher engaged in activities such as filming children while they were undressing in changing rooms, possessing indecent images of minors, and secretly recording adults while they showered.
The investigation was triggered when a teenage girl reported to Suffolk Police in early December 2022 that she had been filmed by Butcher over the top of a cubicle in a swimming pool’s changing area several years earlier.
This report prompted immediate action from law enforcement authorities.
Detectives swiftly arrested Butcher on 13 January 2023, just over a month after the initial report.
Following his arrest, police seized his mobile phone, which was then examined by specialists from the Internet Child Abuse Investigation Team.
Analysis of the phone revealed a folder containing 11 voyeuristic videos, most of which appeared to have been filmed in swimming pool changing cubicles.
Two videos were recorded in a domestic setting.
Additionally, investigators found 20 screenshots captured from videos, with 16 depicting children and four showing adults, all with nudity visible at the time of capture.
These digital evidences led to the identification of eight victims, although six remain unidentified.
Among the identified victims, at least three were children, with the remaining victims of uncertain age.
It was also revealed that Butcher was involved with the Scout Association for nearly four decades, holding the position of Assistant District Commissioner at the time of the offences.
Some of the victims were children participating in scouting activities, which added a disturbing layer to the case given his trusted role within the community.
Detective Constable Santiago Nield, part of the Internet Child Abuse Investigation Team, commented on the case, emphasizing the breach of trust involved.
He stated, "Ian Butcher was a person in a position of trust, and in the majority of the cases, his offences involved a clear abuse of that trust.
The crimes we uncovered spanned nearly two years, indicating a persistent pattern of offending.
While not all victims were children, the majority were, which clearly shows a sexual interest in minors." He also expressed gratitude to the victims for their bravery in coming forward, especially highlighting the courage of the first girl who reported the incident.
Her initial reluctance to speak out was understandable given the shock, but her eventual decision to cooperate was crucial in bringing Butcher to justice.
The detective praised the cooperation of the Scout Association, which assisted investigators throughout the process.
Overall, this case underscores the importance of listening to victims and taking swift action to investigate allegations of abuse.
Authorities hope that this conviction serves as a warning and a reminder that such offences will be thoroughly pursued and prosecuted.
