    HASAN KOYBASHA SENTENCED FOR RAPE AFTER POOLE POLICE DELAY IN RESPONSE

    A woman was stalked for nearly two hours after police failed to respond to a 999 call from another individual, leading to a brutal assault in Poole, Dorset. Hasan Kyoybasha approached a woman who rejected his advances, then began to bother another person. The first woman contacted police to report his predatory behavior, but officers did not attend the scene for approximately an hour and 45 minutes. During this time, Kyoybasha continued to harass, follow, and badger the woman through the streets before ultimately assaulting and raping her.

    Dorset Police explained that they did not respond to the incident between 4:45am and 6:00am on September 5 because they were dealing with a higher-than-average volume of calls. After the attack, the woman sought help from two people at a nearby bus stop, who then called 999. Kyoybasha was subsequently jailed for 15 years after being found guilty of rape and sexual assault.

    An internal review by Dorset Police concluded that there was no misconduct by staff but led to changes in procedures. A police spokesperson stated, "The review found that at the time of the call, Dorset Police was responding to a higher-than-average number of calls for service and officers were not immediately available to attend. Subsequently, the incident log was closed by a supervisor, as police units remained heavily committed."

    The review also recommended that a radio broadcast should have been made to alert officers in the area about the 999 call, which could have facilitated a quicker response. As a result, the police force has updated its procedures to ensure such matters are prioritized, and radio broadcasts will now always be made in cases where there is concern for a person's safety.

    The spokesperson added, "We will always endeavour to prioritize attendance at an incident where suspicious activity has been reported and concerns have been raised for someone's safety. No misconduct was identified."

    The police reaffirmed their commitment to tackling violence and intimidation against women and girls, stating, "Those who use violence or intimidation against women and girls such as Kyoybasha will be relentlessly pursued and brought to justice. We will work with partners to create an environment where women and girls are both safe and feel safe from violence, intimidation, and harassment through influencing and supporting change within communities and policing."

    The department concluded by expressing their sympathy for the victim: "Our thoughts continue to remain with the victim of Kyoybasha's abhorrent offending."
