In a disturbing revelation that has sent shockwaves through the town of Telford and the wider Shropshire region, Graham Bould, a former local politician and social services chair, has been exposed as a convicted child sex offender.

The scandal, which dates back to the late 1990s and early 2000s, uncovers a troubling history of abuse involving multiple individuals in positions of authority.

Graham Bould, aged 60 at the time of his conviction, served as the chair of Shropshire County Council’s social services from 1993 to 1998, a period during which Telford was grappling with a burgeoning child grooming epidemic.

Despite growing awareness within social services about the increasing number of abuse cases, official reports from the late 1990s indicate that social workers claimed to lack a clear understanding of the problem, raising questions about the effectiveness and responsiveness of the authorities during that critical period.

In 2001, Bould was convicted of two indecent assaults on a teenage boy he met through a church group.

The court heard that Bould, who had been arrested in October 2000, admitted to knowing the victim was just 15 years old but claimed to have become attracted to him after sharing a sauna following a game of squash.

Bould was handed a 12-month community rehabilitation order at Wolverhampton Crown Court, avoiding jail time.

His actions and the subsequent conviction have cast a long shadow over his community involvement, as he continued to participate in local affairs, including serving as the clerk of Sheriffhales Parish Council and engaging in community organizing and fundraising activities.

Meanwhile, the town’s dark history of abuse is further compounded by the case of Reverend Michael Keen, a 78-year-old Anglican vicar who also sat on the West Mercia police board.

Keen was convicted in July 2001 of two counts of indecent assault on a boy aged 15.

The victim, who later described Keen as “aggressive and a manipulator,” had kept a childhood diary detailing the torment inflicted by both Keen and Bould.

The victim, now in his fifties, recounted how he believed Keen and Bould colluded to silence him from reporting the abuse during the early 1980s, a period coinciding with the earliest reports of child grooming in Telford.

In addition to these two high-profile figures, the scandal extends to Graham White, a local parish councillor from Madeley near Telford.

White, aged 75 at the time, pleaded guilty in 2004 to four counts of taking indecent photographs of a minor.

He was sentenced to a three-year rehabilitation order and was required to participate in a sex offenders’ program.

White’s name was also placed on the Sex Offenders Register for five years.

The tragic case of Lucy Lowe, a 16-year-old girl who was murdered in a house fire in 2000—set by her abuser who had made her pregnant at 14—remains a stark reminder of the devastating consequences of unchecked abuse.

Her relatives, including her uncle Ed Lowe, expressed their outrage and disbelief upon learning of the extent of the misconduct among local officials.

Ed Lowe stated, “It’s mindblowing.

It’s disgraceful.

We always wanted to know why social services didn’t get involved in dealing with Lucy’s abuse.

Now we have even more questions.” Despite the convictions, there are widespread concerns that neither the Shropshire County Council nor the police conducted thorough investigations into the conduct of Bould, Keen, or White.

This has fueled fears of an institutional culture that may have tolerated or even concealed child abuse over many years.

The case continues to raise questions about the adequacy of protective measures and the accountability of local authorities during a period marked by widespread grooming and exploitation in Telford and Wrekin.

As the community grapples with these revelations, many victims and their families are calling for justice and greater transparency.

The scandal underscores the urgent need for systemic reform to prevent such tragedies from recurring and to ensure that vulnerable children are protected from those who abuse their positions of trust.
